Job Description:
Subcontracts Specialist will be an essential member of the Tactical Communications Subcontracts / Supply Chain Management team. The Subcontract Specialist is responsible for managing end-to-end lifecycle of subcontracts and is responsible for solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution.
Essential Functions:
- Supply market analysis, solicitations, fact finding & source selection
- Attention to detail; must be able to comprehend statements of work and hold suppliers accountable to the scope that is contracted
- Management of multiple Purchase Orders and the cost, schedule, quality and technical requirements in them.
- Ability to identify risk and creation of risk mitigation steps
- Management and reporting of major subcontracts to leadership both internal and external
- Ability to independently perform a price analysis, develop negotiation strategies and ability to lead key assigned supplier negotiations
- Extensive experience conducting fact-finds on proposals over the TINA threshold
- Award and execute contracts and contract modifications.
- Manage supplier performance and scorecards
- Ability to travel in support of Supplier Management
Qualifications:
- Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
Preferred Additional Skills:
- Experience managing major subcontracts in support of government program(s)
- Knowledge of FAR/DFARs and the ability to analyze regulations
- Experience administering and managing multiple subcontract types such as FFP, Cost-Plus type contracts, T&M, etc.
- Has an active clearance or has the ability to obtain a Secret Clearance
- Experience with various program lifecycles (development, production, sustainment)
- Oracle and Agile ERP experience
- Advanced experience contracting with various different contract types (FFP, FPIF, T&M, CPFF, CPIF)
- PMP, CPCM or CPSM Certified
In compliance with pay transparency requirements, the salary range for this role in Colorado, Hawaii, Illinois, Maryland, Minnesota, Vermont, Washington State and New York State is $61,000 - $114,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
