MTIRE's Acquisition Strategy and management (L211) Department, as part of the Cost, Acquisition, and Management Sciences (CAMS) Division, provides acquisition, procurement, and contracting Subject Matter Experts (SME's) for the design, solicitation, award, administration, and closeout of MITRE Sponsor mission-critical requirements. The talent and skillsets of L211 SME's deliver unique and mission-critical procurement expertise across the Intelligence Community. This work is championed by our SME's that create timely delivery of comprehensive, holistic, and leading-edge acquisition, procurement, and contracting solutions through collaboration (e.g., cost analysts, enterprise architects, cyber experts) solving complex challenges daily.
We in L211 are seeking a highly skilled and experienced Acquisition Professional to join our team. Candidates for this position should have a strong background in acquisition processes. You will be tasked with assisting MITRE's sponsors, typically program offices, by applying your acquisition knowledge to support sponsors in the analysis and improvement of acquisition process policy and procedures; devising strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation. A qualified candidate will be capable of assessing system acquisition process issues and developing risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.
Roles and Responsibilities:
Develop acquisition documentation, as required:
Acquisition packages (includes all milestone documentation)
Facilitate proposal evaluations
Serve as proposal evaluation advisor
Work with acquisition executives, program offices, MITRE SMEs, and external partners to effectively adopt varying acquisition strategies within the federal acquisition enterprise.
Capability and experience to lead government sponsors in acquisition strategy development.
Capability and willingness to manage the relationship with the sponsor and all stakeholders.
Conduct program or workforce assessments and deliver executable recommendations.
Respond to acquisition policy-related inquiries and provide necessary guidance.
Support, guide, and advise Sponsors in applying sound analytic methods and proven tools to achieve well-rationalized solutions to complex decision problems
Basic Qualifications:
Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 7 years and a Master's degree; or a PhD with 4 years' experience; or equivalent combination of related education and work experience.
10+ years of experience with U.S. government acquisitions across the entire
Experience as a U.S. Government Contracting Officer or Contracting Specialist (FAC-C or DAWIA) or Program Office Procurement Officials (FAC-COR, FAC-P/PM or DAWIA), Certifications are desired but not required
Working knowledge and experience with US government acquisition, procurement, and contracting processes, policies, and procedures
Ability to work as either an independent performer and as part of a team
Demonstrated skills and experience in presenting complex analytical results both verbally and in writing
This position requires a minimum of 50% hybrid on-site
Preferred Qualifications:Master's degree and 10+ years of experience with US government acquisitions across the entire Acquisition Lifecycle
Experience as a U.S. Government Contracting Officer or Contracting Specialist (FAC-C Level 2-3, DAWIA Level 2-3) or Program Office Procurement Officials (FAC-COR and FAC-P/PM Level 2-3, DAWIA Level 2-3)
