SUMMARY
Responsible for the activities across the Software Development Life Cycle (SDLC) for a US Navy enterprise portal serving 1M users. Work closely with the customers, Software Developers, System Engineering, Solutions Architects, Test Engineers, Operations Team, and with Creative Technologists to produce quality functional solutions while maintaining design integrity across all project phases. Support migration, integration, design & development, and sustainment of a cloud-based Software-as-a-Service (SaaS)-infrastructure, maximizing of Out-Of-the-Box (OOTB) features and functionalities for Navy HR adoption.
ESSENTIAL DUTIES & RESPONSIBILITIES
Work with US Navy civilian and miliary customers to research system user profiles, analysis tasks, workflows, and user scenarios/performance requirements.
Facilitate requirements gathering sessions in a cross functional setting to support new capabilities and enhancements of existing features.
Map capabilities, features, and best practices against business and technical requirements.
Responsible for managing working groups with military and civilian customers and producing outputs for Navy stakeholder approval.
Design Business Processes by analyzing stakeholder requirements; constructing business process models, workflow charts and diagrams; evaluating system capabilities; writing specifications/user stories.
Facilitate the creation of functional and technical diagrams and related artifacts.
Provide business and engineering expertise throughout each phase of the project, from planning to closeout identifying project milestones, phases, and elements, leading project teams.
Serve as backup ScrumMaster as needed to execute the Agile development process.
Perform research and analysis of applicable DoD and US Navy manpower management policies, instructions, and related communications.
Conduct analysis to maximize user experience of the system and usability testing to identify improvements.
Support software test planning by identifying testability requirements and supporting review of test cases and defects, as needed.
Provide input to planning and scheduling direction for project and release management.
Coordinate integration activities with integration/interface working group members, develop test plans for integration/interface testing, and produce test result reports and metrics collection.
Coordinate the identification of requirements with customers, system assessment teams, test teams, etc. to ensure prioritization.
Generate or provide input for new or existing documentation.
Maintain regular and punctual attendance.
Perform other duties as assigned.

Job Requirements:
MINIMUM QUALIFICATIONS
Five plus (5+) years of combined relevant experience in IT systems, software development, curriculum development and/or military manpower management.
Direct experience in software development lifecycle with implementation experience.
Experience capturing requirements through business process modeling (BPM) following industry standards.
Must have strong working knowledge of Microsoft Office products, including Outlook and Teams.
Must be skilled in data and spreadsheet analysis and presentation of information including graphic software such as PowerPoint and Visio.
Must understand online CRM, HR management, and learning systems.
Must be able to read, write, and speak English fluently.
Must be able to obtain and maintain a valid U.S. Secret security clearance.
Must obtain and maintain any necessary security access and/or background checks (U.S. Citizenship required).
DESIRED QUALIFICATIONS & SKILLS
United States Navy working experience, Master Training Specialist (MTS) preferred.
Experience with Liferay DXP or other enterprise portal solutions is preferred.
A Technical degree with experience in Information Technology (IT), software design and development, or applicable US Navy training system experience.
Experience with functional and/or technical aspects of enterprise commercial off the shelf software packages as well as custom developed software and applications.
Experience with business process analysis.
Experience with interface development.
Strong computer skills including business solution software.
Must have analytical and conceptual thinking skills.
Must be able to work in a team environment and be able to work independently with little or no supervision, be exceedingly well organized, flexible.

WORK SCHEDULE
Full-time. May be required to work additional hours as needed to complete assignment or project.
TRAVEL
The expected travel time is less than 25%.
DRIVING REQUIREMENTS
Must have or be able to attain a valid state driver's license and be insurable on the company's automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 25%.
WORK ENVIRONMENT
Work is expected to be 100% remote; however, the company reserves the right to require onsite work.
PHYSICAL DEMANDS
Position consists of sitting for long periods of time, bending, stooping, crouching, and lifting weights up to 20 pounds. Frequently uses hands/fingers for manipulation of keyboard and mouse. COMPENSATION AND BENEFITS :
Pay is $80,000 to $120,000 per year.
