This is a contingent position based upon contract award
Key Responsibilities:
Security Program Operation Assistance: Assist in the operation of the SSO and SCI security program under NSWC cognizance. Maintain applicable directives, regulations, manuals, standard operating procedures, emergency action plans and guidelines under NSWC cognizance.
Manage SCI material and documents: Properly account for, control, transmit, transport, package, and safeguard SCI material and documents. Provide for destruction of SCI by authorized means and in accordance with DoD Manual 5105.21 Plan and DD Form 254, as appropriate under NSWC cognizance. Conduct annual accountable classified material inventories; assist in certifying and receiving SCI visitor clearances and accesses under NSWC cognizance.
Personnel Information Review: Review reported derogatory information on SCI-indoctrinated personnel; assist in determining appropriate action as required by applicable DoD personnel security regulations described in Enclosure 1, volume 3 of DoD Manual 5105.21
Defense Information Security System (DISS) Maintenance: Maintain the Defense Information Security System (DISS) for NSWC personnel and contractors under NSWC cognizance. Assist with program management of SCI personnel, information, physical and technical security actions and procedures. Provide technical assistance for processing SCI position and eligibility requests. Assist in the program management aspects for the SCI Personnel Security Program.
Training and Assessment: Assist with annual self-assessments. Assist with the management and adjudication of unauthorized disclosures of classified intelligence information. Interface with telecommunications centers, IS facilities, computer centers, and similar offices to maintain SCI security operational channels. Assists with a continuing SCI security education training and awareness program to ensure all SCI-indoctrinated individuals are kept apprised of the requirements and guidelines for protecting SCI. Annual training of original classification authorities and biennial training derivative classifiers are required are included in this program.
Accreditation Documentation: Maintain appropriate accreditation documentation for the SCIF, communications systems, and information systems under the organization's security cognizance. Assist in developing and maintaining Fix Facility Checklists. Assist in the development and maintaining of Construction Security Plans (CSPs), physical security standards for critical infrastructure
Logistical Support: Assist with logistics, inventory and property control. Logistical support shall require execution of organizational level processes and procedures that comply with local directives. Perform general equipment/property/asset accounting inventory and other services that directly affect ongoing activities including receipt, inspection, tagging/labeling, and storage of equipment and materials. Assist with, maintain/update equipment and material inventory databases.
GSSO and SAP Assistance: Assist the GSSO and SAP security program under NSWC cognizance to include personnel, physical, information, and technical security actions and procedures. Maintain applicable SAP directives, regulations, manuals, standard operating procedures, emergency action plans and guidelines under NSWC cognizance.
SAP Material and Documentation Guardianship: Properly account for, control, transmit, transport, package, and safeguard SAP material and documents. Provide for destruction of SAP by authorized means and in accordance with the Navy Implementation of DoD Manual 5205.07 and DD Form 254, as appropriate under NUWC cognizance. Conduct annual accountable classified material inventories. Assist in certifying and receiving SAP visitor clearances and accesses under NSWC cognizance. Review reported derogatory information SAP-indoctrinated personnel. Assist in determining appropriate action as required by applicable DoD personnel security regulations described in DoDM 5205.07, vol 2.

Required:
Clearance: TS/SCI
Demonstrated Security Program Experience: 3+ years demonstrated experience and familiarity with Special Security Office and SCI security programs, including the Defense Information Security System (DISS) for DoD, DoN and/or NUWC requirements
Technical and analytical experience: Three (3) years of demonstrated current and relevant experience and familiarity in providing technical services and analytic expertise in SCI/SAO program security management for DoD, DoN and/or NUWC, Keyport
SSO experience: Three (3) years of demonstrated current and relevant experience and familiarity serving in a SSO or related relevant experience
SAP experience: Three (3) years of demonstrated current and relevant familiarity with Special Access Program Security Manual; Sensitive Compartmented Information (SCI) Administrative Security Manual (DoD Manual 5105.21); Intelligence Community Directives (ICD) and DoD Special Access Program (SAP) Security Manual (DoD Manual 5205.07) Volumes 1-4.
Oral and Written Communication: Ability to effectively oversee and utilize the DISS information management system. Ability to effectively present technical information to reviewers in oral and written formats.
ISSO experience: Professional Information System Security Officer experience
Program Management Experience: 3+ years of program management experience with responsibility for cost, schedule, and performance of the contract
Project Management Experience: 2+ years managing a project with resource, funds, EVM, compliance management responsibilities or oversight
Scheduled Weekly Hours:
40 minimum number of hours per week
Basic Compensation:
The offered rate will be based on the selected candidate's knowledge, skills, abilities and/or experience and in consideration of internal parity.
Additional Compensation:
KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
Basic Compensation:
$103,200 - 154,700 annually
