Parsons is seeking a highly skilled Change Control Manager to our team and play a critical role in the successful execution of a high-profile railway/metro project in the UAE. In this role, you will be responsible for overseeing and managing all changes to the metro rail project to ensure they are systematically controlled and documented. This includes evaluating proposed changes for their impact on project scope, schedule, budget, and quality. The manager must facilitate communication between stakeholders to assess the necessity and implications of changes, ensuring alignment with project objectives and regulatory requirements. They are tasked with maintaining a change control log, conducting regular reviews, and ensuring that all changes are approved through a formal process. Additionally, the Change Control Manager must provide training and support to project team members on change control procedures, monitor compliance, and report on change control activities to senior management. Their role is crucial in minimizing disruptions and ensuring the project progresses smoothly and efficiently.
What You'll Be Doing:
Develop and implement change control policies, procedures, and governance frameworks for the project.
Review and analyze change requests, assessing their impact on project scope, budget, timeline, and quality.
Coordinate with project teams, contractors, and stakeholders to evaluate proposed changes and ensure alignment with project objectives.
Ensure all change requests are documented, justified, and aligned with contractual obligations and regulatory requirements.
Maintain a comprehensive change control log and ensure timely approval, tracking, and reporting of changes.
Facilitate change control meetings and ensure consensus among key stakeholders.
Identify potential risks associated with changes and develop mitigation strategies to minimize disruptions.
Ensure adherence to relevant industry regulations, standards, and client requirements.
Work closely with finance and cost control teams to evaluate financial implications of changes.
Provide regular reports and presentations on change status, trends, and impact assessments to senior management.
Conduct training sessions and provide guidance to project team members on change control processes and best practices.
Monitor compliance with change control procedures and recommend improvements where necessary.
What Required Skills You'll Bring:
Bachelor’s/Master’s degree in Engineering, Project Management, Business Administration, or a related field.
15+ years of experience in change management, contract administration, or project controls within large infrastructure or metro rail projects.
Strong understanding of FIDIC contracts, NEC contracts, or other relevant construction contract frameworks.
Experience in cost control, risk assessment, and project scheduling tools such as Primavera P6 or MS Project.
Excellent negotiation, communication, and stakeholder management skills.
Proficiency in data analysis and reporting tools (Excel, Power BI, etc.).
Knowledge of industry regulations and compliance standards related to infrastructure projects.
