Design Manager - Drainage
Dubai, UAE
Parsons is looking for an amazingly talented Design Manager - Drainage to join our team! In this role you will get to lead a team of engineers delivering stormwater network design of major infrastructure projects.
What You'll Be Doing:
Lead stormwater network design development and manage a team of technical specialists.
Oversee the delivery of designs for multiple projects, ensuring adherence to design criteria and standards.
Manage scope development, tendering, and procurement processes for design consultants and third-party reviewers.
Develop project scopes, reports, schedules, and budgets, and monitor progress to meet deadlines and budget goals.
Perform engineering and design assignments based on principles learned in a university engineering program.
Prepare and lead engineering computations, material takeoffs, estimates, surveys, and designs.
Manage value engineering (VE) studies, constructability reviews, and other workshops, ensuring on-time submittal of deliverables.
Keep the Project Management Team informed of design changes and process contract change orders.
Ensure infrastructure design works are comprehensive, coordinated with other engineers, and aligned with the contractor's implementation plan.
Participate in regulatory negotiations and public meetings to support the client when needed.
Provide technical support and design review/audit services to ensure implementation quality.
Assist the Infrastructure Director with infrastructure-related tasks for projects.
Determine procurement scope, schedules, and budgets for technical contract aspects, and monitor progress.
Monitor the productivity and technical proficiency of assigned personnel and adjust assignments as needed.
Coordinate interdisciplinary technical personnel and support groups within the company.
Assist the Project Manager with planning, supervising, and controlling technical, fiscal, and administrative project functions.
Help determine required technical skills and staff hours for project success.
Expedite distribution of action items from client meetings with the Project Manager.
Understand the client’s business goals to enhance project work.
Prepare technical reports and documentation for the client and project management.
Act as the Project Manager’s deputy when required, attending meetings in their absence.
Obtain, analyze, and circulate technical and contractual information to relevant project disciplines.
Review and approve change orders, notifying affected personnel of all changes.
Regularly participate in decision-making meetings with the client and project management.
What Required Skills You'll Bring:
Bachelor’s degree in Civil Engineering from a reputable university.
Minimum 15 years of relevant engineering experience, including at least 5 years in the Middle East.
Strong background in Hydrology and Stormwater Engineering systems design, with previous experience supervising design teams.
Proven hands-on experience in delivering master planning and design projects.
Ability to independently lead a team in designing Stormwater networks.
In-depth knowledge of current engineering technologies, with the ability to select and apply appropriate software for projects.
Proficiency in SWMM, InfoWorks ICM, Sewer Gems design and analysis software, AutoCAD, Civil 3D, CDE, and BIM.
Professional Engineer registration is preferred but not required.
Comprehensive understanding of hydraulic design requirements for pump stations.
Extensive experience creating utility cross-sections in line with local authority standards across the Gulf region (e.g., RTA - Dubai, DMT - Abu Dhabi, MOMRA - KSA).
Professional registration may be required.
Proven leadership ability with experience in a supervisory capacity.
Strong written and verbal communication skills, with a thorough understanding of industry practices and regulations.
