The Deputy Chief Engineer is responsible for managing the technical direction and execution of all aspects of engineering on a program including design, development, implementation, integration, testing, and delivery of product to the DoD customer. The Deputy Chief Engineer is the assistant technical leader for the program engineering team and serves as technical advisor to the program manager. The Deputy Chief Engineer is typically the secondary technical point-of-contact to the customer. The Deputy Chief Engineer coordinates across the program's Systems Engineering team and other engineering teams. The Deputy Chief Engineer ensures that all engineering teams adhere to sound engineering processes, in accordance with company policies, procedures, and quality standards. Performs as a lead on more complex engineering assignments. Performs a variety of engineering assignments in planning and overseeing research, design, development, manufacturing, testing, installation, integration, sustainment, operation, and maintenance of diverse software, electronic, and/or mechanical equipment and systems. Performs generally as a lead of a development, sustainment, or operations and maintenance team on more complex engineering assignments
JT4, LLC provides engineering and technical support to multiple western test ranges for the U.S. Air Force, Space Force, and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. JT4 develops and maintains realistic, integrated test and training environments and prepares our nation's war-fighting aircraft, weapons systems, and aircrews for today's missions and tomorrow's global challenges.
Note: **This position is primarily located at China Lake and will also have occasional travel to Point Mugu.
Job Summary -- Essential Functions/Duties
Employee will be responsible to perform the following functions/duties:
**RANGE POSITION DESCRIPTION --The incumbent of this position will be responsible for supervising a diverse group of design and development engineers, computer scientists, system administrators, technicians, logicians, project leads, PCB designers, programmers, cyber security analysts, drafters, configuration management specialist, and tech editors. Experience within a design and development environment supporting flight test operations is a must for a successful incumbent. Working knowledge of war fighter modification process, flight test operations, aircraft instrumentation systems, weapons systems, test equipment, flight line operations, engineering design processes, project management processes and tools, military safety and security regulations, JT4 and FAR procurement regulations, telemetry and data systems is highly desired.
Primary duties for this position include: Act as the primary JT4 point of contact for the Engineering Test Support department's design and development group. Providing feedback, updates, estimates and performance reports to the department manager, financial analysts, project lead and admin. Consistently interact and coordinate with customers on a professional basis to ensure all customer requirements and agreements are being met. Establish and maintain all technical, administrative, and procedural guidelines to meet the needs of the Branch in accordance with JT4 and Navy requirements. Establish, evaluate, and adjust priorities and resources to projects/tasks as needed to ensure all activities are kept on schedule and within budgetary limits. Encourage skills development and maximize cross utilization across the Branch, Department, and Annex.Establish and cultivate an innovative work environment where cost savings, avoidances and efficiencies are actively realized.Provide operational, maintenance, technical, and career guidance to all personnel assigned to the Branch. Regularly evaluate and mentor the performance of all subordinate supervisors and direct reporting personnel. Clearly define, develop, and execute engineering and personnel strategies and initiatives. Participate in recruiting, interviewing, selecting and retaining highly qualified candidates for all vacancies within the branch. Make decisions or recommendations for compensation, recognition, discipline or termination of employees. Interact with the corporate PM's, Engineers, developers and leadership to share project status, resources and capabilities as well as reach out for additional resources when needed.
Act as department manager's delegate when necessary. The incumbent must be able to work independently, as part of a team, and as senior spokesperson for technical recommendations supporting both JT4 and the Engineering Test Support Department. The incumbent must possess a well-developed knowledge of project management and systems engineering principles and must have an extensive history of demonstrated success in applying this expertise within a development and flight test environment. Candidate must have an active DOD secret clearance and be able to upgrade to TS.
**Requirements -- Education, Technical, and Work Experience
A Bachelor of Science in engineering from an ABET-accredited academic institution and 14 years of related engineering experience, or an accredited Master of Science in engineering and a minimum of 10 years of related engineering experience, or an accredited doctorate degree in engineering and a minimum of 8 years of related engineering experience are required for this position.
