Raytheon has an exciting opportunity for a Manager, Contracts supporting the Airborne Spectrum Dominance (ASD) Portfolio within Raytheon's Advanced Technology (AT) Strategic Business Unit (SBU). In this role you will be working as an individual contributor with the opportunity to manage the full range of the contract management proposal acquisition life cycle, supporting dynamic contracts with numerous internal (geographically disperse) and external customers as a critical partner with the Program and Proposal Management Offices. The contracts range from small trade studies to large Development programs. This position will be supporting both classified and unclassified contracts. Our contracts are Cost Plus Fixed Fee (CPFF), Firm Fixed Price (FFP), Firm Fixed Price - Level of Effort (FFP-LOE), and Other Transaction Agreements (OTA).
What You Will Do
Participate in the requirements analysis of Request for Proposals (RFP) (competitive and sole source) / Broad Agency Announcements (BAA).
Proposal strategy reviews and coordination, contract negotiation, contract administration, non-disclosure agreements, and other business agreements.
Work as a collaborative team member with Program Managers, Engineering, Finance, Supply Chain and Legal to construct business deals, submit proposals, negotiate contracts and manage contracts after execution through closeout. This will be a mix of competitive and sole source proposals.
Interface with customers for correspondence, contractual changes and contractual issues, policy/procedure to mitigate risks and unauthorized changes.
Investigate and resolve contractual matters by critically thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders
Qualifications You Must Have
Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years experience
Active and transferable U.S. government issued security clearance (DoD Secret) is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Experience with U.S. Government contracts and or procurement or supply chain under the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplemental (DFARS) and related government regulations and policies
Qualifications We Prefer
An active Top Secret clearance
Experience working in classified areas
Experience developing and maintaining high-performance relationships with internal and external stakeholders and customers
Demonstrated ability to use clear and concise written and verbal communications
Experience managing competitive pursuits including pre-proposal strategy, proposal development, negotiation and start up phases of programs
Experience reviewing RFPs, proposals and contractual documents for contractual requirements and risk

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
