As the Subcontracts Manager (SCM), your main responsibility will be to effectively support the IAS Business Area. You will oversee the entire life cycle of subcontracts, from developing acquisition strategies and source selection to negotiation, award, cost and schedule management, execution, and closeout. Collaboration with various departments such as Contracts, Program Management, Engineering, Finance, Operations, Planning, and Logistics is crucial for seamless coordination and the achievement of company objectives. You will also monitor and communicate key performance indicators (KPIs) to Supply Chain leadership, providing visibility on goals and objectives.
As a SCM lead you will play a vital role in ensuring compliance with legal, government requirements and standards, and company policies and procedures. Strong leadership skills, expertise in subcontract management, and effective communication and collaboration with stakeholders are necessary for success in this role. You may also mentor, coach and promote industry best practices within the subcontracts organization.

Responsibilities:
At SNC, the Subcontracts function covers a variety of customer segments, including the Department of Defense (DoD), U.S. Federal Government, Commercial, International Governments, and Commercial. We support an incredibly diverse landscape of technologies, development, production, technical & professional services, sustainment, and repairs. Subcontracts leverage various subcontract types (i.e., firm fixed price (FFP), cost reimbursement (CPFF, CPIF), time & material (T&M), etc.) to best manage risk for SNC and our Primes.
Responsibilities include:
Manage the overall lifecycle of subcontracts, from the initial sourcing and acquisition strategy development through the solicitation, negotiation, award, cost and schedule management, subcontractor execution, and closeout steps.
Serve as a Subject Matter Expert (SME) by providing guidance, problem-solving, and mentoring/coaching peers.
Actively engage with programs and cross-functional groups to implement supply chain strategies and execute work to support organizational and program needs.
Perform peer reviews of subcontract packages to ensure compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and company policies and procedures.
Act as an SME to support and advise during internal and external audits, to including DCMA CPSR audits.
Ensure the organization's compliance with FARs, DFARs, Prime Contract flow downs, International Trade Compliance Office (ITCO), and other applicable policies and regulations.
Develop subcontracts acquisition strategies and collaborate on sourcing for subcontracts across assigned programs.
Develop and implement negotiation strategies for price, schedule, payment terms, cost savings/avoidances, data rights and intellectual property, terms and conditions, and other prime contract requirements.
Support the development of subcontract requirements, such as Statements of Work (SOW), and generate requests for proposals (RFP).
Review and collaborate with the programs on Subcontractor Statements of Work (SSOW) requirements to integrate subcontract management deliverables, including defined milestones, completion/acceptance criteria, period of performance, EVMS, and quality requirements.
Ensure program compliance to prime contract obligations and execution methods.
Communicate effectively, providing program and metrics updates to supply chain and cross-functional leadership. Support requests and inquiries from various departments.
Manage change and risk associated with subcontractors' cost, schedule performance, collaborate with engineering and PMO on technical aspects, and manage subcontracts customer/government-owned property.
Support business development, new pursuits, and proposal activities from the beginning gates of Basis of Estimate (BOEs) development to complex negotiations.
Negotiate and execute legal agreements to include partnering and teaming agreements.
Support cross-function requests/inquiries from Contracts, Program Management Office (PMO), Business Development (BD), Engineering, Finance, Quality, Operations, Logistics, International Trade Compliance Office (ITCO), Regulatory Government Compliance, Accounts Payable (AP), and Property Management.
Analyze and ensure compliance with prime contract and program requirements. Identify trends and correlations in data and program requirements, develop action plans to address negative trends and mitigate risks.
Work with PMO and Contracts to determine the appropriate means of acquisition solutions for program needs. Identify/mitigate risks during proposal phase.
Understand Earned Value Management (EVMS), Control Account Management (CAM) principles, Program Management, and financial concepts.
These responsibilities encompass a wide range of tasks and require strong leadership, communication, and analytical skills to effectively manage subcontracts, ensure compliance, drive process improvements, and support the organization's objectives.

Bachelor's degree in a related field of study and typically 14 or more years of relevant experience.
Relevant work experience may substitute for required education.
Higher education may substitute for relevant experience.
Experience with government federal acquisition regulations (FAR) requirements.
10+ years of practical FAR Part 12 (sub)Contract experience.
10+ years of practical FAR Part 15 (sub)Contract experience.
Candidate must have supply chain management skills and government subcontract experience.
Proficient negotiations skills.
Advanced Microsoft Office skills.
Cost / Price Analysis Experience.
The ability to obtain and maintain a security clearance is required.
Preferred Skills:
In-depth Subcontracts experience within the Aerospace and Defense (A&D) industry to include development, and sustainment activities programs is a plus.

Advanced knowledge and experience with FARs, DFARs, International Trade Compliance, ITAR, EAR, Import/Export, TAAs (Technical Assistance Agreements), and legal terms and conditions.
Experience with data rights and intellectual property is a plus.
Proactively develops and implements action plans to address negative trends and mitigate risks.
Advanced experience with complex Subcontractor Statements of Work (SSOW) is a plus.
Advanced ability to review complex Subcontractor Statements of Work (SSOW), understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements is a plus.
Experience and or knowledge of Earned Value Management (EVMS) and Control Account Management (CAM) principles, Program Management and Financial concepts is a plus.
Financial acumen and understanding of forecasting and Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow is a plus.
In-depth working knowledge of Commodity, Category and Sourcing Management.
Background in manufacturing timelines and requirements and experience with Procurement systems, ERP and MRP.
Ability to read and understand technical requirements and formulate a subcontracting strategy while balancing multiple stakeholder needs.
Understanding of cross functional data sources/influences and able to extract and identify trends and correlations in the data and program requirements.
Data analytics experience. Expertise in problem solving and KPIs optimization by leveraging experience and analysis of data.
Subcontract experience within the Subcontracts function with advanced coaching and mentorship skills is a plus.
Able to lead, mentor, resolve conflicts and provide Subcontracts training to organization if required.
