Overview
MTSI is seeking a Financial Analyst with a TS/SCI clearance to support an Air Force Life Cycle Management Center Directorate customer at WPAFB, Ohio. The Financial Analyst will work with financial managers, program managers, and other stakeholders to the support the planning, analysis, review, execution/transactions, and reporting of financial and budget-related operations for programs within the Directorate. The Financial Analyst will be located on-site with the customer in Dayton OH.

Responsibilities
Duties to be independently executed include but are not limited to:
Work with Integrated Product Team (IPT) Lead or Financial analyst to develop a budget execution plan, a Budget Estimate Submission (BES) preparation, and a Program Objective Memorandum (POM) preparation.
Participate in Spring Program/Execution Review (SPR/SER), Program Executive Officer (PEO) Review, or Investment Budget Review (IBR) preparation. Participate in Program Management Reviews.
Develop and maintain a budget track. Provided assistance preparing and justifying a reprogramming action for an unfunded requirement or a New Start Congressional Notification Package. Assist in the defense of a budget issue to AFMC/FM, SAF/FM, or PEM (SAF/AQ). Prepare monthly BMR charts via CCAR and run obligation and expenditure deviation report.
Develop and/or monitor a commitment, obligation, and expenditure forecast. Investigate and document a budget data research effort - CCAR and other FM systems to include CRIS, WAWF, etc.
Research and document financial policy issues and defend to management, using knowledge of Appropriation Law and purpose, time, and amount principles.
Gather the required inputs and prepare and process the following funding documents in Automated Business Services System (ABSS): AFMC Form 36 (Purchase Request), AF Form 9 (Purchase Request), AF Form 185 (Project Order), AF Form 616 (Fund Cite Authorization), and AF Form 406 (Miscellaneous Obligation Requirements Document).
Develop and defend the Continuing Resolution Authority (CRA) input for 15/30/45/60/90 days.
Qualifications
Required Skills and Experience:
10+ years of experience in government financial management required, with all aspects of 3600 financial management.
Bachelor's Degree required.
Must currently possess a TS security clearance with SCI eligibility.
Must be willing to work in-person; Telework is not permitted.
Must be proficient in Appropriation Law. Must demonstrate understanding of purpose, time, and amount principles.
Must have demonstrated working knowledge of the Government Accounting and Finance Systems to include CCAR and other government financial systems such as CRIS, WAWF, etc.
