Principal Objective: A summary of the responsibilities of the position
The SMART City Specialist provides direction and overall management of all SMART City issues in accordance with contractual obligations and provides advice to the client whenever it is required.
The SMART City Specialist is responsible for the support of other involved Managers on the project to meet project goals and objectives.
Plan, organize, and supervise the work of the SMART City team members to ensure all work in performed within the parameters of the project schedule.
Create innovative and intelligent ways of making our urban centers more resource-efficient, citizen-friendly, and sustainable.
Major Activities Performed: List the major job function(s) of the position.
Review and analyze all existing documented smart city initiatives, projects, and ideas.
Identify SMART City opportunities and strategies that relate to both community and industrial land use types. This includes requirements to facilitate the adoption of Industry 4.0.
Develop and implement a comprehensive smart city framework and related strategies with a strong emphasis on sustainability; integrating innovative solutions for city development, including but not limited to transportation, energy efficiency, waste management, and overall urban resilience.
Collaborate with cross-functional teams to design and execute urban planning projects that align with the principles of smart city development and sustainability.
Lead the evaluation and selection of smart technologies, ensuring seamless integration and compatibility within existing and planned urban infrastructure.
Identify revenue-generating smart city initiatives, and create innovative and intelligent ways of making JCPDI more resource-efficient, citizen-friendly, and sustainable.
Collaborate and coordinate with environmental and sustainability departments and ensure that the smart city roadmap reflects the client's sustainability objectives
Oversee the development of policies and standards that promote sustainable practices and the responsible use of technology in urban planning, to ensure implementation of the Royal Commission Vision 2030.
Plan, organize, and supervise the work as it relates to the implementation of the SMART City strategy. Ensure all work is performed within the parameters of the project schedule.
Works with the key project individuals to devise and execute action plans to rectify potential conflicts, coordination issues, and delays, or to accommodate significant changes to the scope of work. Makes recommendations to create project teams capable of completing effective, quality work.
If required and as necessary, participate in negotiation with regulatory agencies and public meetings in support of the client.
Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds the goals established in these plans.
Promotes technical and commercial excellence on the project through the application of Quality Assurance processes. Monitors and reports to management on the progress of all project activities within the program, including significant milestones, and any conditions, which would affect project cost or schedule.

Experience and Qualifications: List the background experience required for the position, the number of years of experience, and in what fields. Describe the desirable academic background.
Bachelor's Degree in Engineering or related field from a Western University with at least 15 years of experience in a comparable position.
A recognized qualification in SMART Cities planning, or completion of a structured SMART Cities learning program.
Work experience across SMART City and destinations project lifecycle, from the analysis, identification, and design of smart services to the planning, and driving of implementation.
Experienced in developing and implementing a comprehensive digital master plan and strategy for urban development and infrastructure.
Experience in creating a digital twin of a city, or part of a city transformation, would be an advantage.
Expertise in relevant technologies (such as 4G/5G communications, IoT, big data/analytics)
Proven ability to perform in a management capacity.
Experience in the MENA region and prior knowledge of the Kingdom of Saudi Arabia market is preferable.
Excellent English written and oral communication skills.
Some Arabic-speaking capability would be a distinct advantage.
In-depth and strong knowledge of industry practices and regulations are required.
The candidate must be knowledgeable of the current technology that can be effectively utilized in the development of a Greenfield development project.
