Summary The primary purpose of this position is to assist in the oversight of daily operations and development of long-range policies, plans, and programs. Responsibilities Serves as Director, The Command Operation Review Board (CORB), responsible for ensuring the legality and propriety of sensitive activities for which Head Quarters (HQ) United States Special Operations Command (USSOCOM) is responsible, including those of its Army, Navy, Air Force and Marine Corps components. Exercises supervisory and personnel management authorities and responsibilities in directing work of subordinate staff, and in the development of long-range goals and objectives. Respect to sensitive activities , monitors audits and inspections conducted by the USSOCOM Inspector General (IG) and by external agencies (e.g., Provides Department of Defense (DOD) IG, Assistant to the Secretary of Defense (Intelligence Oversight), Defense Intelligence Agency, Defense Security Service) to ensure USSOCOM participation, as appropriate. Provides DOD-Component level Special Access Program Central Office (SAPCO) support to the command. Develops and promulgates, subject to the Commander's approval, policies and procedures for the security and oversight of SPAs. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of the federal laws, Executive Orders, and Department of Defense (DOD) policies which govern the conduct and reporting of intelligence and intelligence-related activities, and clandestine operational activities. Extensive knowledge of laws, regulations and policies governing the use of special funding and contracting authorities in support of sensitive operations. General knowledge of the laws, regulations and policies related to the establishment, administration, security and termination of Special Access Programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Skill and analytical ability to develop agendas, plan for and orchestrate senior-level oversight review meetings, chaired by the Deputy Commander and Chief of Staff, focused on the revalidation of SAPs and operations of related sensitive activities. 6. Ability to plan, organize and direct the efforts of an office composed of experts in security, intelligence, finance and acquisition and operational/intelligence law. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
