Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
Under the direction of the Manager of Cost Estimating, the Principal Cost Estimator will support the development/execution of project and service cost estimates. Utilize the skill set necessary to develop an understanding of project scope, quantification, pricing review, and presentation processes.
Key Responsibilities
Utilize communications and presentation skills to discuss and defend the basis of estimate and the processes used during estimate development.
Ability to facilitate the project estimating team in all phases of the estimate preparation cycle: initiation, planning, preparation and review.
Work with managers and engineers to develop a statement of work, Work Breakdown Structure (WBS) dictionary, objectives, assumptions, and deliverables, resource estimate, and baseline scheduled for the project; in support of the project manager.
Perform productivity analysis for construction operations and verify results by manpower and crew analysis of work operations by craft.
Establish productivity basis to be utilized in estimates as developed with concurrence with construction.
Analyze project resource usage and recommend adjustments as appropriate.
Demonstrate a graded proficiency in the use of the following processes and tool sets:
Understand the project scope document
Quantity development and entry into the estimate
Commodity pricing
Application of indirect costs
Identification of scope changes, including client supporting data Correlation of project WBS and schedule activities with estimate detail
Estimate review process
Support the Variance Analysis process
Review design scope criteria, develop estimate quantities, and evaluate takeoff for reasonableness.
Coordinate with the project management to develop rough order of magnitude estimates when information is unavailable of incomplete utilizing parametric methodologies.
Perform productivity analysis for construction operations and verify results by manpower and crew analysis of work operations by craft.
Help develop risk analysis and complete contingency analysis for prepared estimates.
Develop takeoff methodologies and assemblies in computer estimating systems.
Demonstrate proficiency utilizing industry estimating software to develop estimates.
Demonstrate proficiency in development of preliminary estimates utilizing parametric methodologies.
Demonstrate proficiency developing life cycle estimates for capital assets.
Perform other duties assigned by Management.
Qualifications
Bachelor's degree in field related to the position or equivalent training and experience, plus 8 years of professional experience.
Demonstrated computer skills, including the use of scheduling applications, accounting software, analytical software, financial software, project management software spreadsheet software, word processing software, and databases.
Must have the ability to manipulate large amounts of data with minimal errors.
Knowledge of accounting principles and practices and the analysis and reporting of financial data.
Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
Able to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
Able to consider the relative costs and benefits of potential actions to choose the most appropriate one.
Able to identify complex problems and review related information to develop and evaluate options and implement solutions.
Able to determine how a system should work and how changes in conditions, operations, and environment will affect outcomes.
Must have good communication and organizational skills and the ability to work in a team environment.
Must be able to communicate with people outside the organization, representing the organization to customers, the public, government and other external sources.
Ability to facilitate the project estimating team in all phases of the estimate preparation cycle.
Ability to facilitate a complete project risk management program and incorporate the appropriate level of management reserve into the estimate.
Must have solid communication skills, and the ability to explain the estimate to non-estimating personnel.
The primary work location will be at the North Las Vegas Losee Road Facility with travel as needed to the Nevada National Security Site (located 65 miles Northwest of Las Vegas, Nevada).
Work schedule for this position will be 4/10's, Monday - Thursday (subject to change).
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707 14&rgn=div8) , "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Annual salary range for this position is: $97,448.00 - $148,616.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
