Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Director of Enterprise Infrastructure Programs (EIP) will report to the Senior Director of Infrastructure and provide overall leadership of Enterprise Infrastructure Programs for Mission Support and Test Services (MSTS). Enterprise-wide infrastructure is undergoing historic consolidation and modernization efforts to meet current and future mission needs, and this position is integral to driving required infrastructure portfolio planning, execution and services performance.
Enterprise Infrastructure Programs integrates a broad set of requirements to develop strategies and plans, deliver capabilities and provide services that enable NNSA missions/programs. EIP is responsible for direct programming, planning, budgeting, execution, and evaluation for DOE/NNSA sponsored programs and indirect funded infrastructure. EIP is also responsible for development and implementation of strategic, site, area/system, facility and sustainability plans that support broader NNSS infrastructure goals and objectives. Enterprise Infrastructure Programs partners within the NNSS to plan, prioritize and integrate the NNSS Infrastructure Portfolio to ensure safe, secure and compliant operations and effective mission execution today, and deliver a modern and sustainable site to meet future national security challenges.
Key Responsibilities
The Director will provide leadership and operational management including planning, budgeting, and operations of the following functional areas: Facilities, Critical Site Support, Supporting Infrastructure, Construction, and Sustainability. Partner with internal peer organizations, the Nevada Field Office (NFO), NNSA's program organization, National Weapons Laboratories, governmental and military agencies, regulators, and other stakeholders.
Garner support for programs with government stakeholders.
Execute approved scope annually.
Deliver creative and innovative value to differentiate NNSS from other sites.
Deliver project portfolio to meet negotiated performance.
Provide executive-level leadership, management and direction for all activities across the enterprise.
Interface with NNSA and other entities and customers at the local and national level.
Integrate Engineering with the business and mission needs of the company and NNSS.
Responsible for the overall performance, efficiency and direction of a directorate
Performance of individual's organization has significant impact on MSTS' reputation
Manage risk and opportunities to drive divisional and enterprise strategy.
Execute annual expense budget planning and implementation.
Integrate with key functional organizations to plan and execute mission programs.
Coordinate multiple programs/projects or a major function with a significant responsibility for staff, material, budgets, and/or capital resources that may have an impact to mission or financial success of the Company
Develop coordinated long-range programs, plans, and budgets in accordance with Company policy and objectives.
Coordinate functional capabilities through long-range planning to accomplish present and future mission.
Establish and lead effective and efficient objectives, policies, and procedures
Responsible for Integrated Project Team efficacy for programs and projects under his/her purview.
Must embrace and model the Company values and expected behaviors with a commitment to operational excellence.
Drive a continuous improvement mentality and actively encourage the use of lean principles within areas of responsibility t o position MSTS to assume new business opportunities, will have leadership responsibility to implement and coordinate efforts to find efficiencies, control and reduce the cost of operations at the site.
Lead a coordinated and integrated approach to meet NNSA/NFO and NNSA strategic initiatives for the programs, projects, and activities under his/her purview.
Coordinate functional capabilities through strategic planning to accomplish present and future mission.
Actively assist in defining technologies, competencies, and skills required to develop and accomplish services.
Anticipate risk and assure risks inherent in operations are identified, controlled, or mitigated.
Serve as an official Company representative to partners, clients, industry groups, representatives of government and regulatory agencies, and the general public in the community of the establishment.
Promote and actively participate in integrated health and safety programs. Champion initiatives. Encourage and support employees' participation in health and safety initiatives.
Hold direct and indirect managers and individual contributors accountable to Company policies, procedures, and behaviors and core values.
Qualifications
Master's degree in related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience.
Demonstrated ability to lead an organization of approximately 50 personnel.
Management experience in federal government sector, NNSA/DOE highly preferred.
Management experience in budget for large portfolios, program and financial mgt, contracts, etc preferred.
Ability to obtain a Department of Energy Q Clearance (position will be cleared to this level).
Excellent verbal and written communication skills on technical and non-technical topics.
Proven track record managing operations, maintenance, and recapitalization portfolios.
Ability to exercise clarity and directness in all forms of communication.
Innovative and have good problem-solving skills.
Ability to make sound decisions based upon limited information.
Demonstrated ability to negotiate creative and innovative solutions at the executive level from competing sets of interests and perspectives.
Demonstrated success as an enabling team member and partner for mission and mission facility operations.
Breadth of experience and ability to recognize, inspire and motivate others to perform well.

The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
Work schedule for this position will be 4/10's, Monday - Thursday (subject to change).
Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
Must have a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707 14&rgn=div8) , "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Annual salary range for this position is: $211,681.60-$349,273.60
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
