Description of Job
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
About the department:
The Strategy and System Leadership Unit drives innovation and transformation of the early childhood system through implementation of robust strategies focused on stabilizing, supporting, and growing the ECE field. Teams within this unit are deeply engaged in cross agency and stakeholder partners focused on designing responsive alignments with higher education and professional development partners, early childhood councils, funders and other key workforce strategy partners. These include several compensation focused strategies including pilot salary increase studies, loan forgiveness, scholarship programs and benefits focused initiatives. Efforts of this unit include leading responsive higher education partnerships for work-based learning (e.g. apprenticeships, credit for prior learning and stackable credentials) and transformative new projects that include designing substitute programs, support for Family, Friend and Neighbor providers and creating learning networks with family child care homes. The Workforce Strategy and System Leadership team has 10 staff members and manages cross-agency partnerships to understand how other agencies can support the early childhood workforce including the Colorado Department of Higher Education, Colorado Department of Labor and Employment (and the Colorado Workforce Development Council), Office of Economic Development and International Trade, and Colorado Department of Education among others. Lastly, this team provides the CDEC lead support for the Early Childhood Workforce Development Subcommittee of the Early Childhood Leadership Commission.
What you'll be doing:
This position is staff authority for the early childhood work-based learning and scholarship programs including the Apprenticeship Program, CDA Support Specialist Program, and T.E.A.C.H. Early Childhood Scholarship Program. This position is responsible for the ongoing support of the Apprenticeship Program and community of practice to increase the number of high-quality early childhood educators through alternative pathways. This position is responsible for sustainable, effective implementation of the Apprenticeship Program to meet strategic workforce goals for early childhood educators statewide. This position identifies local partners to administer the Apprenticeship Program and other work-based and competency-based scholarship programs and manages the development of inter-agency agreements and contracts, as applicable. This position develops, implements, and maintains an external evaluation of the work-based and competency-based scholarship programs, that provides a quantitative and qualitative assessment of program effectiveness as funding allows .
Duties include but are not limited to:
Manages contracts and vendors for work-based learning and scholarship initiatives.
Maintains project management dashboards, invoice trackers, and related project management sheets to support contract management oversight.
Demonstrates familiarity with project management approaches, tools, and phases of the project lifecycle based on CDEC best practices.
Manages all contracts, and project documentation, monitors and reports on project status, tracks project accomplishments, documents operational requirements, resolves issues, and maintains project deliverables.
Manages changes in project scope, identifies potential risks, and devises contingency plans, with final sign-off from supervisor or Division leadership.
Supports the writing of periodic reports to inform stimulus reporting or other Early Childhood Leadership Commission, or CDEC efforts.
Supports supervisor in communicating with CDEC Leadership about state, local, and regional early childhood workforce initiatives related to work-based learning and scholarship initiatives.
Support the creation of evidence portfolios to demonstrate the impact of investments in various scholarship programs and support the vision of future partnerships and investment in these recruitment and retention strategies.
Works with the Colorado Department of Labor and Employment (CDLE), to align models with best practices for federally registered early childhood apprenticeships.
Participate in CDLE and CWDC educational programs, webinars, work groups, or communities of practice to better understand apprenticeship models, funding streams, and related resources from other agencies and offices.
Maintains a community of practice for apprenticeships, teacher mentors, and the organizations hosting them to encourage peer learning.
Ensures institutional support of work-based learning programs and scholarship programs by collaborating with DECW unit partners to embed tools and processes in the Colorado Shines Professional Development Information System and Early Childhood Professional Credential to acknowledge alternative pathways.
Establishes a system of individual accountability for vendors and participants of the Apprenticeship Program as well as work-based and competency-based scholarship programs to engage with CDEC tracking systems to record hours and training completion. This includes supporting compliance with requirements for State and Local Fiscal Recovery Funds.
Provides support and technical assistance, such as making connections to other CDEC teams for support with fiscal questions or workforce requirements, to ensure that the contracted program is achieving its intended outcomes and that policy and resources are used in the most coordinated, strategic, and data-driven ways to ensure the program's success across the birth-five, mixed-delivery system.
Supports leadership in outreach to the Colorado Department of Labor and Employment and Colorado Workforce Development Council to support work-based learning initiatives.
Provide outreach to Workforce Centers in Colorado to understand opportunities for the Workforce Innovation and Opportunity Act and other related funding to sustain apprenticeships and other early childhood workforce training programs in the future.
Resolves Workforce Center concerns and ensures collaborative, reciprocal communication between the centers, the Office, and contracted partners
Identifies additional workforce and community partner organizations such as Chambers of Commerce, and associations, identifies outreach goals, and initiatives outreach and relationship-building activities to meet outreach goals.
