Job Description:
KEY ACCOUNTABILITIES & ACTIVITIES:-
Emergency Services
Initiate and oversee the development of appropriate risk assessments in accordance with NFPA 1300 for all existing facilities and all future planned facilities within the remit of THE LINE delivery team.
Responsible for Developing an overarching strategy in line with NEOM specifications & applicable standards for the provision of emergency services (Fire & Rescue and Medical) for all of THE LINE non-residential temporary / semi-permanent facilities which will include but not be limited to: Construction Sites (Low and High Rise), Industrial Facilities, Water / Marine Facilities, People Movement Facilities, Offices and any other facilities required to facilitate the construction of THE LINE.
Develop the planning and establishment of emergency response program activities and execute enduring program management over established Emergency Services for THE LINE: this involves developing a scope of work for the department and implementing emergency response plans, ensuring that the plans are regularly reviewed and updated, and overseeing the training and competency of emergency response personnel.
Responsible for auditing and regularly evaluating emergency response capabilities, developing lessons learned and driving operational improvements to ensure the provision of a best-in-class service to the Program from any third-party providers.
Responsible for managing the budget and resources allocated to emergency management activities.
Responsible for aligning THE LINE’s emergency response capabilities with that of the wider NEOM business.
Stakeholder Management
Advise The Head of Security & Emergency Services on the establishment and deployment of Emergency Services in support of THE LINE Workforce.
Responsible for communicating with key internal and external stakeholders during and after an emergency to ensure that accurate information is disseminated. – NEOM at large.
Responsible for ensuring that the function has a strong tie-in to the wider NEOM ecosystem and large, and for acting as an effective interface across the entire NEOM organization.
Responsible for developing and maintaining key relationships within NEOM in order to drive the agenda of the function at the highest levels with the NEOM organization.
Act as THE LINEs primary interface with NEOM Life Preservation and Fire Safety Team.
People Leadership
Responsible for the hiring, training and daily leadership of a small team of highly trained and competent emergency response professionals.
As needed, oversee the contracting of (and lead the efforts of) specialist consultants appointed to assist in the developing and implementing the Emergency Services Strategy for THE LINE.
This role will be tasked with performing as a visible leader within the Strategic Health & Safety function.
Qualifications
Bachelor’s degree in Fire Science/Engineering, Security or Law Enforcement (or similar field within emergency response) is required.
Potential certifications may include: Certified Emergency Manager (CEM), Certified Emergency Medical Technician (EMT), Certified Fire Protection Specialist (CFPS), Certified Hazardous Materials Manager (CHMM), Certified Emergency Response Specialist (CERS).
Knowledge, Skills and Experience
Individual must have Operational Management experience in scalable Emergency Response program operations.
20 years of professional experience with a background in either military and/or civilian emergency response services (paramedics, firefighters etc.).
It is critical that this individual began their career in an operational position with progressively senior roles, culminating in current experience providing strategic leadership to a major construction/engineering program; they should therefore possess a blend of strategic planning and operational management capability.
The individual needs to be an effective communicator and extremely strong stakeholder manager given the extent to which this role will be customer-facing across NEOM.
Experience in rescue operations from road traffic collisions, confined space and rescue at height is essential
