Job Description:
Parsons is looking for an Rail Operations Specialist to work on a dedicated APM expansion project here in the KSA, a project that will have a long-lasting impact on the local community.
The ideal candidate will have extensive knowledge and expertise in the operations of an automated people mover or subway systems, or commuter rail services. This role involves overseeing the efficient and safe operation of rail services, ensuring compliance with regulatory standards, and implementing best practices to enhance service quality and operational efficiency. You must be organized and effective in communicating plans, requirements, results, and information to customers at a variety of management levels and technical backgrounds.
In this role you will get to provide technical leadership and direction for various phases of a significant rail program to assure on-schedule completion within or below budget and in accordance with contractual obligations.
What You'll Be Doing:
As required, act as the company representative with the Client during the APM program execution.
Oversee and manage the Operator’s daily operations of the APM.
Provide technical oversight of the Operator’s O&M standards
Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
Ensure adhere to relevant industry regulations, environmental standards, and safety protocols.
Supervise necessary permits and approvals required from relevant authorities.
Oversee expansion, operations and maintenance of an Automated People Mover.
Ensure adherence to schedules, safety protocols, and operational procedures.
Oversees establishment of Project Management Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
Contribute to the development of long-term operational strategies and plans.
Works with the key project staff, consultants, contractors, and subcontractors to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
Develop APM systems operations plans by setting the goals and key initiatives to achieve the goals, based on the current and expected performance, and within specifications.
Monitor and analyze operational performance metrics to identify areas for improvement
Identify and implement innovative solutions to improve operational efficiency and service delivery.
Experience of addressing and resolving operational issues promptly to minimize service disruptions.
Experience of conducting post-incident analyses to improve future crisis management strategies.
Experience in spares management.
Perform other responsibilities associated with the position as may be appropriate.
What Required Skills You'll Bring:
Bachelor's degree in Electrical, Mechanical or other relevant Engineering from an accredited institution.
Chartered Engineer status is ideal.
15+ years related professional experience of working in an Operations role of an APM, subway/metro or commuter rail.
Ensure compliance with all relevant safety regulations and standards.
Experience of working on CBTC Signalling & Train Control Systems
Automated People Mover (APM) implementation/operations/maintenance experience is preferred.
GCC experience is preferred.
Must have experience in Client Interfacing roles.
Must understand the requirements of an airfield for construction and operation.
Must have liaised with regulatory bodies, government agencies, and other stakeholders.
