Be able to meet the following requirements:**
Demonstrate working knowledge of the concepts involved in the specific functions outlined in the specified labor category description.
Knowledgeable of and demonstrates ability to apply Intelligence Community (IC) and DoD classification guidelines and procedures.
Demonstratesability to use logic when evaluating and synthesizing multiple sources of information. Demonstrates understanding of interpreting analysis to include, but not limited to, its meaning, importance, and implications. Demonstrates ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.
Demonstrate ability to produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/ soft copy matrices and / or web-enabled formats.
Demonstrate ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills. Demonstrates proficiency using Microsoft Office tools.
Demonstrate ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.
Demonstrate ability to recognize nuances and resolve contradictions and inconsistencies in information.
Demonstrate working knowledge using complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprise. Structured analytic techniques include, but not limited to, Analysis of Competing Hypotheses, Devil's Advocacy, High-Impact/ Low-Impact Analysis, Red Team Analysis and Alternative Futures Analysis.
Demonstrate understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/ platforms and human intelligence sources related to the labor category.
Demonstrate understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements.
Demonstrate comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.
Demonstrate ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
Demonstrate ability to work independently with minimal oversight and direction.
Demonstrate ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
Demonstrate ability to develop concise, insightful, and comprehensive products for defense intelligence.
Demonstrate ability to lead teams in researching multifaceted or critical problems. Provides guidance in selecting, designing, and applying analytic methodologies. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.
Desired Requirements
Desired Experience: At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
Desired Education: Bachelor's degree in an area related to the labor category from a college or university accreclited by an agency recognized by the U.S. Department of Education.
Desired: Experience working at DIA's Europe Eurasia's Regional Center (EERC), or the J2 in EUCOM
Be able to perform the following tasks
Conduct research, create intelligence products, create intelligence estimate assessments, and conduct intelligence briefings on request based on MCIA's Program of Analysis (POA) and its Key Intelligence Questions (KIQ).
Annually publish/produce at least the minimum number of all-source analysis products (e.g., written and oral reports) as dictated by production requirements on assigned account.
Collect, analyze, interpret, evaluate and integrate complex data from multiple sources to assess the relevance and significance of developments in his/her assigned subject matter and geographic area(s).
Attend, participate in, and contribute to relevant conferences and other events.
Maintain contact with counterpart s in other intelligence organizations to keep abreast of current developments, to resolve problems to eliminate duplication, and to provide free flow of information on matters of intelligence interest.
Identify intelligence gaps, recommend and submit collection requirements to fill gaps.
Collect, analyze, interpret, evaluate and research utilizing Open Source tools, techniques, methodology and software.
Deliver subject matter expertise to support the development of new processes, procedures, and technologies.
Conduct all-source analysis to assess foreign military order of battle, organizational structure, unit disposition, and unit missions; and identify discrepancies with current data holdings and update/revise accordingly.
Conduct all-source analysis to evaluate foreign military systems to include, but not limited to, air defense, coastal defense, medium- and long-range ballistic missiles and their associated platforms and targeting systems.
Conduct all-source analysis to evaluate foreign military operations and exercises to identify tactics, techniques, and procedures (TTPs), strategy, doctrine, readiness, and proficiency in employing various military capabilities and supporting activities including, but not limited to, survivability, denial and deception, Command, Control, Communications and Computers (C4), targeting, and logistics.
Analyze foreign military forces, potential activities and assets to include, but not limited to, movements, logistics and maintenance, readiness, C4, defensive systems, and survivability tactics.
Conduct all-source methods to project the discovery, development, and deployment of advanced technologies and their potential impact on USMC forces.
Follow technology transfer and its military impact and ability of recipient actors to assimilate transferred technology.
Apply knowledge of foreign military system capabilities and limitations to assess opportunities for USMC exploitation and USMC system and doctrine vulnerabilities.
Produce written intelligence assessments and briefings to support consumers at the tactical, operational, and strategic level.
Assess information gaps, develop collection strategies, compose collection requirements, and provide feedback to collection officers.
Possess knowledge of Asia-Pacific intelligence operations, functions and collaboration supported by SIPRNet and SCINet.
Produce and deliver written intelligence assessments and briefings to support consumers at the tactical, operational, and strategic level as assigned. Written products will meet Intelligence Community Standards (e.g., ICD 203, 206, 208) and MCIA standards and adhere to MCIA production and review processes.
