Navarro Research and Engineering, Inc. is recruiting a Waste Management Specialist/Waste Coordinator.

The Waste Management Specialist/Waste Coordinator provides support to the Navarro projects by performing activities and tasks by identifying, packaging, inspecting and shipping of industrial, hazardous and radioactive waste generated at sites located at the Nevada National Security Site.
Requirements
General Requirements:
Bachelor's degree in mathematics, physics, chemistry, and science and/or related degree.
Or 5 years or more experience in field operations (including waste operations).
Or a combination of education and field experience.
Must have a direct knowledge and experience in characterization, packaging, management, and shipment of hazardous, mixed low-level, TSCA, and low-level wastes.
Fundamental knowledge of mathematics, physics, chemistry, and science.
Must possess reading, writing, and comprehension.
Demonstrated computer skills, i.e. word processing, spreadsheets, email, etc.
Must possess a valid driver's license.
Must be a US Citizen
Must be able to obtain an HSPD 12 Badge
Familiarity with NNSS is desirable.
General Responsibilities:
Under little to no supervision, has the skill and ability to perform complex professional tasks.
Act as Waste Management Specialist/Waste Coordinator for Industrial Sites and/or Underground Testing Area projects. Conducts the following waste management activities:
Provide guidance to onsite personnel for waste management (e.g. identification of waste type, proper packaging, etc.)
Conducts regulatory required and best management practice inspections for RCRA, TSCA, and other non-regulated wastes.
Ensures documents are clear, concise, and conform to regulatory and technical requirements.
Works with the Waste Operations Manager to implement consistent work control processes and scheduling of field activities.
Sample and/or provide sampling support for waste characterization activities.
Work with Waste Operations Manager to identify wastes to not yet characterized for disposition.
Conducts the following transportation activities:
Coordinates with NNSS M&O staff for the shipping and disposal of industrial waste, hazardous waste, MLLW and LLW.
Determines the DOT Basic Description.
Determines the marking and labeling for waste packages.
Arranges for label application.
HAZTRAK entries.
Provides shipping notification to Radiation Protection, NMC&A and destination facilities
Prepares the shipping papers (Uniform Hazardous Waste Manifest (UHWM), Uniform Low-Level Waste Manifest (NRC), onsite manifest or Bill of Lading (BOL).
Creates the shipment in Low-Level Waste Information System for Generators (LWIS-G); prepares the Package Shipment and Disposal Request (PSDR) and barcode stickers in LWIS-G.
Coordinates container inspection and loading.
Peer-review of the shipping papers (all shipments).
Ensures carrier compliance with Federal Motor Carrier Safety Requirements (FMCSR).
Contribute to a positive work environment and participate in a team atmosphere.
Train and mentor junior staff as needed.
Ensures records are accurate and always maintained.
Provides input to project staff on developing procedures and processes that will ensure safety, efficiency, and compliance.
Assists with task planning and preparation of work control packages. for the implementation of field activities.
Supports Environmental Compliance as needed (e.g. On-Site Chemical Inventory, Spill Reporting, etc..).
Skills and Certifications:
Strong knowledge of 40 CFR 257 through 264, 40 CFR 761 and Nevada Administrative Code 444.
Strong knowledge of NNSSWAC, NDEP issued Solid Waste (SW) permits SW 532, SW 13 097 02, SW 13 097 03, SW 13 097 04 and RCRA Permit NEV HW0101
Must have or be able to get certification in the following:
Advanced RCRA Training (e.g. McCoys RCRA)
Advanced TSCA Training
Strong knowledge of 49 CFR 171-180 and DOE O 460.1D Hazardous Materials Packaging and Transportation Safety.
Must have or be able to get certification in the following:
Basic Level Transportation Training (Modular Program)
Advanced Hazardous Waste Shipper Certification Training
Advanced Mixed Waste Shipper Certification Training
Advanced Radioactive Material Shipper Certification Training
Working Conditions:
Position is stationed at the NNSS in Mercury, NV
Must have the ability to wear personal protective equipment and to work in remote, desert environments.
Must be able to lift 30 lbs.
Will be required to travel to remote locations to perform field work.
Overtime may be required to complete assigned task.
Reporting to Nevada Support Facility at DOE, NLV Complex as needed for office work or training.
Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
