Summary About the Position: This position supports the mission of the Defense Health Agency (DHA), Analytics and Evaluation Division, located in Falls Church, Virginia. This is a Direct Hire Solicitation Responsibilities Serve as a senior Operations Research Analyst and serves as an advisor to the branch chief and division director regarding the performance, operation, and cost of the purchased care system. Ensure that the organization's strategic plan, mission, vision, and values are integrated into the assigned projects' strategies, goals, objectives, work plans and work products and services. Responsible for development and implementation of complex analytical studies pertaining to existing and proposed programs. Lead and conduct quantitative/qualitative analysis of policies, programs, and processes related to health care and resource management. Direct and perform very complex research and acquires knowledge and understanding of new or revised programs to improve control of costs within the purchased care system Use advanced statistical packages specifically including SAS, SAS data tools, SAS Macro language, Stata, and SQL. Utilize business intelligence tools Cognos and Business Objects to manipulate large and complicated health data systems, to conduct business case analyses to track cost, utilization, and compliance across the entire spectrum of TRICARE services. Contribute to the development of project plans, operating plans and supporting budgets. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes advising management on health services research policies (such as cost accounting, performance measurement and health system evaluation), utilizing statistical analysis to evaluate various program requirements, leading a team on assigned projects, and assisting in the development of reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
