Provides professional project management and direction of design and construction projects for The University of Texas Rio Grande Valley ( UTRGV ) facilities, from project initiation through completion of project design, construction, and warranty phases. Responsible for directing, managing and tracking overall project design and construction phases to meet the established project scope, budget, and delivery schedule.
Description of Duties
Directs, manages, and tracks overall project design and construction phases to meet the established project scope, budget, and delivery schedule. Projects may include new construction, fit out of shell spaces, renovation and maintenance of existing facilities and campus infrastructure.
Applies complex project control processes to track progress, ensure consistency, and to mitigate risks to ensure compliance with Board of Regents rules & regulations and all applicable State and Federal statutes and regulations.
Ensures construction projects are in compliance with all applicable life safety codes, state procurement codes, the campus master plan and facilities standards.
Responsible for coordination of design and directing construction services as required for multiple projects.
Assesses and establishes specific needs and project scope requirements, evaluates alternatives, prepares budget estimates and delivery schedule.
Responsible for the project's planning phase, which includes the preparation of a facilities space program to be used for budgeting estimating and design purposes.
Secures project funding and procures service of design consultants or service vendors required to complete the project scope of work.
Prepares and negotiates contracts and approves payments to vendors.
Manages multiple large and complex capital project accounts simultaneously and approves account reconciliations in accordance to University policies and procedures.
Oversees, monitors and evaluates activities of assigned projects by tracking progress, managing project documentation (including plans, specifications, RFIs, schedules, submittals, budgets, and review of change orders and progress payment requests), prepares status and project close-out reports.
Reviews design progress to ensure compliance with project budget, delivery schedule, and quality requirements in accordance with University's design guidelines and construction standards.
Responsible for coordinating the preparation of bid documents for procurement of construction services, writes Request for Qualifications (RFQ's) and Request for Proposals (RFP's), and participates in the selection of consultants and contractors in collaboration with the University Procurement Office while ensuring adherence to contract procurement processes.
Presents and reviews proposed solutions with department representatives, design consultants, and service vendors to ensure project scope meets client's needs.
Coordinates and conducts on-site, pre-cost estimate and pre-construction meetings with users, consultants, contractors and UTRGV support departments.
Schedules progress coordination meetings and periodic field inspections to ensure completed work in place is acceptable and in accordance with the design intent and delivery schedule; addresses or corrects discovered conditions to ensure continued operation and security of the project site environment, emphasis on the overall project schedule, budget, and resolution of pending issues.
Provides consistent, timely, and reliable communication between all project stakeholders and external organizations, including clients, professional service providers, University personnel, and contractors to ensure projects are thoroughly documented and understood; keeps track of progress during all phases of the project and resolves issues as they arise.
Develops and makes presentations as needed to effectively communicate appropriate project information to internal and external organizations.
Coordinates and supports emergency response when emergencies occur on active construction project(s), including coordination and communication between the University, contractor, vendors, and other associated parties on projects before, during and after normal hours of operation.
Schedules, coordinates, and communicate utility outages; coordinates planned construction activities with affected building occupants and provides access for contractors into occupied buildings.
Assesses and develops process improvements, including applicable coordination requirements to ensure complete project management.
Collaborates with University facilities maintenance and operation personnel and contractors for commissioning, calibration, punchlist, identification of ongoing maintenance requirements, turnover training, documentation, and other project closing activities to ensure a smooth transition for the project to become operationalized.
Collaborates and coordinates with other support departments within UTRGV such as Campus Facilities Operations, Environmental Health, Safety, and Risk Management, UTPD , and IT/AV/Security Departments to ensure campus standards and needs are conveyed in the design and construction documents.
Assists in the hiring, training, and evaluation of department staff.
Provides professional direction for project teams to achieve common goals and successful projects; mentor and guides assigned staff to support successful project delivery at all levels of the organization.
Stays current with building codes, building materials and methods, and University design guidelines and construction standards.
May serve on committees and task forces.
Performs other duties as assigned.

Required Education
Bachelor's degree in Architecture, Engineering or Construction Management from an accredited university.
Preferred Education

Licenses/Certifications
Occupational Safety Health Administration ( OSHA ) 30 hr certification or ability to obtain within six (6) months of hire.
As condition of employment, this position requires the applicant to be authorized to operate a University-Owned Vehicle for official University business. Per University of Texas System Policy 157, applicants will be subject to a motor vehicle record check for their most recent thirty-six (36) month history. Out of State Drivers are required to submit a 36-month history MVR from their prior State of residence(s).
Preferred:Registered Architect or Professional Engineer License. Project Management certification such as Project Management Professional ( PMP ), Certified Educational Facilities Professional ( CEFP ), Certified Construction Manager ( CCM ), or similar.
Required Experience
Six (6) years of related work experience providing project management of design and/or construction activities. Relevant experience may be substituted for education on a one-to-one basis.
Preferred Experience
Related work experience providing project management of design and construction activities for renovations and new construction of institutional or commercial facilities. Experience in construction management obtained within a higher education, health care and/or commercial facilities setting.
Equipment
Use of standard office/construction equipment. Use of REVIT , AutoCAD, and Bluebeam software. Use a variety of spreadsheet, word processing, database, presentation, facility management, task management, budget reporting, and project management software.
Working Conditions
Needs to be able to perform all required duties successfully. Office/industrial/construction environment conditions; some travel, evening, night and weekend work is required. Exposure to all weather conditions, especially to extreme temperatures. Possible exposure to chemicals and chemical fumes. Exposure to electrical and mechanical hazards. May occasionally require working at heights, in confined spaces, around rotating machinery, energized systems, bio-hazards or chemicals. Subject to standing, walking, sitting, bending, reaching, pushing, and pulling. Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. UTRGV is a distributed institution, which may require presence at multiple locations throughout the Rio Grande Valley.

Demonstrates strong leadership, management, and organizational skills. Strong background in facilities planning, budgeting, and construction methods preferably for higher education type projects. Knowledge of regulations regarding accessibility and hazardous materials found in buildings. Knowledge of laws and ordinances regulating construction and operation. Knowledge of project planning and management principles, budget preparation, expense control, and understanding of bid and purchasing procedures, performing all facets of projects such as the coordination, demolition, inspection, security, title clearance, soil testing, permits, etc. Ability to maintain confidentiality of work-related information and materials. Ability to read construction plans and specifications. Ability to interpret legal descriptions of leases, easements, restrictive covenants, and all similar documents affecting real estate property. Ability to create and lead presentations related to facilities and projects. Strong interpersonal and communications skills, including tact and diplomacy. Ability to collaborate with others to reach mutually beneficial goals and objectives. Ability to negotiate, evaluate, and administer contracts. Ability to establish and maintain effective working relationships.
