As a Sr Supply Chain Manager, you'll lead a team of buyers, subcontracts management specialist and category leads to define, develop and improve the supply base and ensure it's support to SNC programs. Responsibilities:
Lead and manage a team of individual contributors responsible for the overall life cycle of subcontracts management.
Able to assume an active role in subcontract management when required. Serve as a Subject Matter Expert (SME), providing guidance, problem-solving, and mentoring to the organization.
Engage with cross-functional groups to implement supply chain strategies and delegate work to support organizational and program needs.
Reviews and approves procurement and subcontract packages, ensuring compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) and company policies and procedures.
Support and advice during internal and external audits to include DCMA CPSR audits.
Ensure organization's compliance with FARs, DFARs, Prime Contract flow downs, International Trade Compliance Office (ITCO), and other relevant regulations and policies.
Develop subcontracts acquisition strategies and collaborate on sourcing for subcontracts across assigned programs.
Implement negotiation strategies for price, schedule, cost savings and avoidances, technical aspects, and terms and conditions.
Support the development of subcontract requirements, such as Statements of Work (SOW), and generate requests for proposals (RFP).
Provide leadership and direction and oversee team's performance, ensuring the achievement of goals, and monitoring organization's KPIs.
Communicates effectively and provides program and metrics updates across multiple functions.
Manages change and risk associated with suppliers' cost, schedule performance, and collaborate with engineering on technical aspects.
Oversee the management of customer/government-owned property.
Support business development, new pursuits and proposal activities from the beginning gates of Basis of Estimate (BOEs) development to complex negotiations.
Negotiate and execute partnering/teaming agreements.
Lead organizational supply chain activities, metrics, proposals, cost savings, affordability, and advise/communicate with direct and cross-functional leadership.
Support the team in maintaining metrics such as on time delivery and payment terms, and monitors delivery schedules to track acceptance of deliverables, completion criteria, services, work performed, and payment.
Effectively communicate across functions as the Supply Management representative/ subject matter expert interacting with direct and executive leadership, and various professional levels and functions.
Support requests and inquiries from various departments.
Support supply chain organization and cross-functional requests, and inquiries from Contracts, Program Management Office (PMO), Business Development (BD), Engineering, Finance, Quality, Operations, Logistics, International Trade Compliance Office (ITCO) and Regulatory Government Compliance, Accounts Payable (AP), Property Management, etc.).
Analyze and ensure compliance with prime contract and program requirements.
Identify trends and correlations in data and program requirements, develop action plans to address negative trends and mitigate risks.
Optimize and leverage organization's talents to maximize efficiencies and support internal customer needs.
Work with PMO and Contracts to determine the appropriate means of acquisition solutions for program needs.
Identify/mitigate risks during proposal phase.
Develop supply chain strategies to improve KPIs and ROIs.
Review Supplier Statements of Work (SSOW) for compliance and integrate deliverables, milestones, period of performance, and quality requirements.
Ensure program compliance to prime contract obligations and execution methods.
Understand Earned Value Management (EVMS), Control Account Management (CAM) principles, Program Management, and financial concepts.
Utilize forecasting and supply chain influence on annual operating plans.
These responsibilities encompass a wide range of tasks and require strong leadership, communication, and analytical skills to effectively manage subcontracts, ensure compliance, drive process improvements, and support the organization's objectives.

Must-haves:
Bachelor's degree in a related field of study and typically 6-8 years of relevant experience
Relevant work experience may substitute for required education.
Higher education may substitute for relevant experience.
Has industry knowledge and best practices
Highly proficient with developing and presenting business case materials to all levels of the organization to gain understanding, alignment and action.
In-depth working knowledge of Commodity, Category and Sourcing Management
Background in manufacturing timelines and requirements
Ability to read and understand technical requirements
Excellent negotiation strategy skills
Candidate must have extensive Supply Chain Management skills.
Previous experience managing direct reports is required.
Working knowledge and experience subcontracting under FAR Part 12 and Part 15
Candidate must have Supply Chain Management skills and government subcontract experience.
Develop, review and approve purchase order packages to ensure compliance with all internal procedures, laws and regulations
Proficiency in oral and written communications
Preferred:
Prefer a candidate with both development and production experience skills.
Review of expediting reports; oversee delivery status and assist in identifying systemic problems
Supports proposal activities to price bill of materials ensuring appropriate cost justification and documentation
Manage reporting requirements for relevant performance metrics
Follows best business practices to support UCC, FAR, DFAR, CFR, CAS, and government regulations.
Consistently improves procurement operations including increased personnel capabilities and skills through training
Experience working in S2P, CostPoint, or other ERP systems
Microsoft Office Suite skills to include Word, Excel, PowerPoint, and Teams
Previous experience with both aerospace development and production programs
In-depth working knowledge of Commodity, Category and Sourcing Management
Background in manufacturing timelines and requirements
Ability to read and understand technical requirements
Ability to formulate a subcontracting strategy while balancing multiple stakeholder needs
