Job Title: Construction Manager - Residential Housing - Hurricane Helene Recovery
Location: Asheville, NC, and Surrounding Impacted Areas
Job Description:
iParametrics supports a variety of disaster response and recovery programs at the federal, state, and local levels. One such program is the FEMA Logistics Planning Construction Support Contract Program which provides temporary housing units to individuals and households affected by natural and man-made disasters. The general scope of projects within this program includes selection of the optimal site to locate temporary housing solutions, the logistical services to prepare the temporary housing site, coordinating the delivery of the housing units, overseeing the installation of the temporary housing units, and inspection and maintenance of the units during their service life. These are field-based projects staffed by a variety of technical specialists.
We are seeking highly skilled and experienced Construction Managers. The ideal candidates will have a strong background in residential construction and a willingness to work in a variety of locations throughout the U.S., depending on the individual project requirements. In addition, the candidate must have excellent interpersonal and communication skills, with the ability to always interact professionally with the client, company management, and team members.
Responsibilities:
Oversee work related to site preparation, temporary housing unit installation, and ongoing inspection and maintenance.
Work closely with the project manager to develop and manage the project schedule and budget.
Ensure proper allocation of labor, materials, and equipment.
Coordinate with architects, engineers, and other specialists on project plans and specifications.
Supervise and coordinate the work of contractors, subcontractors, and construction workers.
Conduct regular site visits to monitor progress and quality; render advice and assistance on problems arising during construction.
Ensure applicable construction codes and regulations are followed.
Enforce safety protocols and maintain a safe work environment.
Identify and resolve any issues or delays that arise during the project.
Make decisions on construction methods and materials when needed.
Oversee final inspections and obtain certificates of occupancy
Support the project closeout process and the handover of completed units to the property management team.
Offer guidance to FEMA on elements of the projects related to interpreting plans and specifications, ensuring compliance with contract standards related to acceptable work quality, assessing the appropriateness and sufficiency of proposed alternative materials and equipment, and evaluating the reasonableness of time extension requests and revised construction timelines.
Communicate closely with management to help facilitate mitigation or lessen the burden of construction delays or work stoppages.
Required Qualifications:
Bachelor's degree in engineering, Construction Management, or Business Management from an accredited school; or equivalent work experience.
Equivalent relevant work experience may be considered in lieu of a degree.
At least 2 years' experience in construction management, construction supervisor, or construction project management positions for residential construction projects.
Excellent project management and organizational skills.
Ability to work as part of a team to accomplish objectives under a tight deadline.
Proficient in computers, MS Word, and Excel as well as smartphone/text usage.
Strong written, verbal, and organizational skills.
Able to remain flexible and adapt quickly to the variances in each assignment.
Must be able to obtain and maintain a U.S. Federal Government Public Trust Clearance.
Preferred Qualifications:
Previous FEMA experience.
Familiarity with FEMA's Direct Housing Guide policies and procedures for providing temporary housing to disaster-affected individuals and households.
Previous experience working in post-disaster environments or with emergency management agencies is highly beneficial.
Understanding of the unique challenges and time-sensitive nature of disaster recovery projects.
Special Position/Work Requirements:
Capability to work both short- and long-term assignments anywhere in the U.S. and its territories.
Candidates must be willing to work for the duration of each assignment. Assignments may last several months to a few years with potential for extension.
Field conditions may be austere including exposure to excessive heat and cold, sun exposure, and project-site trailers with limited or no heating or air conditioning. Other risks may include air quality issues, standing water, mosquitos, snakes, debris, and other exposures.
Physical Requirements: Project work may require extensive walking and standing for extended periods of time; working in small spaces, tunnels, and ditches; climbing ladders or stairs; walking/working on uneven surfaces; lifting up to 25 pounds.
Benefits/Compensation:
As a W2 employee of iParametrics, team members are eligible for benefits such as medical, dental and vision, and the company matching 401K plan, subject to plan terms and applicable waiting periods. Compensation for this position is hourly ($35-60/hr.) with overtime, based on experience, background, and skills.
