Responsibilities Include:
The Contractor shall provide a wide range of acquisition program management, analytical, technical and support services for programs managed by the AFLCMC/WI Directorate and AFLCMC/WIN Division. The Contractor shall apply knowledge and experience in pre-acquisition definition and capabilities integration of requirements, acquisition program management principles, and policies/procedures to assist with the procurement of sensors systems, subsystems, and equipment throughout their total life cycle, in compliance with current Air Force regulations and guidelines. The Contractor shall apply integration, communication, coordination, organizational and planning expertise to technical research and development activities and acquisition efforts across a broad spectrum of functional disciplines in order to assist with the implementation of program direction.
The Contractor shall assist in planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities sensors' systems, subsystems, and equipment, to include managing program cost, schedule, performance, and risk. The Contractor shall assist in the full spectrum of actions required to award contracts and contract modifications to other Contractors that may include pre-award documentation, assistance in support of source selection activities, and post-award support requirements.
The Contractor shall assist in the development of pre- and post-award documentation. The Contractor shall assist in milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation.
The Contractor shall assist in performing a wide range of program management activities to include assistance in gathering data, conducting analyses, evaluation, and validation of acquisition programmatic documentation. The Contractor shall assist in pre-acquisition and acquisition strategy planning and implementation. The Contractor shall assist in the review and analysis of prime and subcontractor earned value management systems.
The Contractor shall assist in accessing modeling databases and performing specific analyses.
The Contractor shall assist in developing and analyzing key program metrics. The Contractor shall assist in developing and integrating Risk Management Plans (RMP) and strategies and supporting program briefings.
The Contractor shall assist the program office in surveillance of weapon system prime contractor and Subcontractor performance. The Contractor shall assist in determining program progress and communicate recommendations to the Government orally and in writing.
The Contractor shall support various program office actions in the application of acquisition management initiatives, to include assisting program managers in arranging and supporting High Performance Teams (HPTs) to resolve acquisition related issues through data analysis.
The Contractor shall assist the program office with the requirements and procedures to be followed when procuring commercial items including but not limited to Non-Developmental Items (NDI), Commercial Off the Shelf (COTS) items, and Federal Aviation Administration (FAA)-certified items. The Contractor shall provide compliance assistance with commercial practices including but not limited to Performance Based Business Environment (PBBE), Evolutionary Acquisition, and Agile Acquisition.
The Contractor shall assist the program office in complying with tasks related to the Joint Capabilities Integration and Development System (JCIDS), Concepts of Operation (CONOPS), architectural views, security accreditations and certifications, Selected Acquisition Reports (SAR), Defense Acquisition Information Retrieval (DAMIR), System Metric and Reporting Tool (SMART), security administration, Monthly Acquisition Reports (MAR), Probability of Program Success (POPS), Defense Acquisition Executive Summary (DAES), Program Management Agreements (PMA), Acquisition Program Baseline (APB), and Capabilities Review and Risk Assessment (CRRA) initiation and updates. The Contractor shall assist the Government PMs in the compliance of all applicable statutory and regulatory documents and requirements.
Qualifications/ Technical Experience Requirements:
Must be a US Citizen
Active TS/SCI clearance required
BA/BS, ten years of experience in the respective technical/professional discipline being performed, three of which must be in the DoD OR, 15 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, five of which must be in the DoD.
Has the knowledge, experience and demonstrated ability to perform tasks related to the technical/professional discipline they are performing
Has the ability to work independently and apply the proper procedures and process related to their area of expertise.
