Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a AUDITOR (TITLE 5), Position Description Number T5148P02 and is part of the HI USPFO, National Guard. LOCATION: United States Property and Fiscal Office, Hawaii Army National Guard, Kapolei, Hawaii. Responsibilities SUMMARY OF DUTIES: Incumbent serves as an agent (in training) of the United States Property and Fiscal Officer on accounting, financial, and managerial issues that require examination by a financial professional. Performs routine or limited quick response reviews, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up, and a variety of staff and systems accounting duties to analyze accounting records and to enhance the financial reports and operational data used by local management. Assists higher-graded auditors with more complex reviews. Coordinates and performs reviews of accounting and operational functions. This position is located in the United States Property and Fiscal Office (USPFO). Incumbent reports to Internal Review Division Chief, located in the USPFO, but receives guidance and directions and work review from a higher graded Internal Review Auditor. Independently performs routine or limited reviews of accounting and operational functions or assists higher-graded auditors with full-scale, more complex studies. Provides professional advice and assistance in matters involving regulatory requirements, statutory provisions, procedures, systems, or problems arising from changes in mission, programs, or organizational structure. Confers with representatives of higher headquarters or other agencies to coordinate assignments; furnish requested data or information concerning completed or on-going local reviews/projects; respond to questions; provide on-site assistance; discuss identified but not fully resolved problems; and obtain additional information that will enhance state operations, accomplishment of required/recommended actions, and/or future assignments. Arranges or attends in-briefs with management officials. Performs other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: All on-board Series GS-0511 personnel must be certified at the next higher grade-level before being eligible for grade promotion to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, for a new hire applicant, apply his or her collective experiences that are commensurate or equivalent to the comptroller business with competencies of the auditor program's principles and concepts defined by the Series GS-0511 for a specific position. The following seven basic qualification factors are applicable to all four GS-0511 career levels: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to comprehend and/or apply problem-solving and negotiating techniques; Skilled in working with multiple software computer programs; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Are experiences that prepared the on-board employee or new applicant to perform the auditor duties of the identified GS-0511 graded-position. An applicant must demonstrate the specialized experiences, as applicable and defined for each GS-0511 position, in order to qualify for a position identified by its applicable position description's GS-Grade and/or its Financial Management Certification Career level. Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the audit occupational series and grade. Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience. The applicant's educational degree study program or or civilian academic courses may substitute for some specialized experience. NOTES TO CANDIDATES: a. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position. l. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. Education EDUCATION REQUIREMENTS: A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENTS: The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position. Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension. The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs. The financial management certification requirements may vary for positions dependent on the complexity and responsibility of the positions' financial management supervisory and non-supervisory business programs. Financial management certification requirements are in the conditions of employment and notes in the position description. Supervisors of financial management coded positions coordinate with the component administrator and component certification authority to determine financial management certification requirements of employees occupying financial management coded positions. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. 2. As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0511 position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level. 9. The Title 5 Excepted Service employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan. 10. As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0511 position, the employee's supervisor must monitor and track the employee's certification progress; and, work with the applicable JFHQ-State Human Resources Officer to take progressive discipline, as appropriate to ensure the GS-0511 employee attains his/her certification levels within the required time periods. 11. The Title 5 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, if he or she fails to obtain the required Financial Management Certification and education requirements. 12. All certifications are documented in the automated Learning Management Systems, as directed by DoD, U.S. Department of the Army, U.S. Department of the Air Force, and/or NG Career Field Functional Manager. 13. As a basis of continued Title 5 Excepted Service employment/appointment to the GS-0511 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.
