SMX is seeking Joint Posture Liaison Coordinator & Planners to meet the SOCPAC JPMO Liaison Coordinator requirements. The candidate will independently provide technical support to satisfy all the operational objectives of the JPMO to assist the Government with the overall coordination and development of the Pacific Deterrence Initiative (PDI) for USINDOPACOM. Candidate will provide assistance with highly complex and urgent program involving planning, design, engineering, construction, environmental compliance, and activation of facilities to ensure mission capability of facilities and utilities for various Department of Defense (DoD) programs and those of other Federal agencies associated with the PDI relative to establishing facilities within the Indo-Pacific Theater.
This position requires TS/SCI which requires US citizenship for work on a DoD contract.
Essential Duties & Responsibilities
Support the Special Operations Command-Pacific SOJ4 and SOJ44 to ensure USINDOPACOM's activities and interests are coordinated and promoted with the host country's governing officials to ensure timely execution of facility planning, design and construction of Exercise Related Construction (ERC), Unspecified Minor Military Construction (UMC) and/or Military Construction (MILCON) projects
Assist with collecting and consolidating SOCPAC forward posture requirements and coordinating with appropriate Defense Construction Agents to ensure SOCPAC investments are understood Assist by negotiating between service components to secure appropriate footprints required to support SOCPAC forward posture
Assist JPMO Site Managers and JPMO FWD Site Coordinators to become familiar with the planning and execution of the Joint Area Development Plans (JADP) and assist the planning team with any SOCPAC-specific related details Assist the planning team with collecting local data on land ownership and agreements, and coordinate access for necessary site surveys Participate in planning charrettes and provide review of deliverable products
Assist JPMO Site Managers and JPMO FWD Site Coordinators with the planning and execution of the necessary Environmental Assessments to support project execution Assist the environmental planning team with collecting local data on land ownership and agreements, and coordinate access for necessary site surveys
Assist JPMO Site Managers and JPMO FWD Site Coordinators with the planning and execution of the project designs Assist the design team with collecting local data to support project designs and coordinate access for necessary site investigations
Assist the Government in its effort to phase, integrate, and coordinate the execution of planning, design and construction of projects for the PDI program Provide various aspects of technical support to assist the Government in identifying and resolving issues, problems and conflicts that have the potential to adversely impact project development progress
Participate in meetings, conferences, and workshops, as needed or as related, to the job duties and responsibilities, including but not limited to:
Conceptual Development Conferences
Scenario Development Workshops
Technical Working Groups (TWG)
Interim Progress Reviews (IPR)
Integrated Product Team (IPT)
Operational Planning Team (OPT)
Initial, Midterm, and Final Planning Conferences

Service Component Master Design Conferences
Provide SMO perspective and recommendations to any planning and design concerns discussed during the event
Assist the Site Manager and Site Coordinators in the development of a POA&M
Generate recommended courses of action (COAs)
Review the action plans, briefs, and other supporting documentation, and provide feedback and or recommendations as they relate to SOCPAC project requirements
Provide updates to the Monthly Status Report Updates should provide appropriate information to update all IPR slides, registers, and logs with current information related to critical milestones, identification of outstanding issues, and actions required to mitigate impacts
Provide trip reports (electronic) in sufficient detail to identify dates, locations, points of contact, attendees, directions received, and areas of concern and salient items of interest identified at meetings for all trips utilizing the trip report format All minutes or trip reports shall be submitted to the Government Contracting Officer Representative within five (5) working days of completing the Government approved trip
CONUS, OCONUS and Overseas travel may be required
Required Skills & Experience
Required Clearance: TS/SCI (Secret with TS/SCI eligibility will be considered)
Preferred if candidate has a current security clearance - TOP SECRET and eligible for SCI access or must be able to obtain interim TS
US Passport is required; candidate must process to attain a US passport during onboarding if does not already have one
The candidate must have demonstrated expertise in program and project management of large government developments in an overseas environment and adhere to the highest engineering standards and ethics of the engineering profession, and must:
Be a graduate of an accredited college curriculum (four [4] year degree minimum)
Have a minimum of 5 years project and program coordinator experience performing tasks identified herein desired, but less is acceptable with emphasis on relevant experience
Have demonstrated the ability to communicate effectively in English both orally and in writing
Have demonstrated experience in preparing correspondence, written reports, and in briefing management personnel
Have demonstrated knowledge and experience sufficient to independently develop creative, technically sound solutions to problems not remedied by standard, pre-defined processes
Have demonstrated the ability to communicate and work effectively with other governmental professionals, client representative of various backgrounds and experience bases (including senior civilian, military, SES and Flag level), contract management and labor personnel and others as necessary
Have demonstrated experience in the use and application of Microsoft Office (Access, Word, Excel, PowerPoint, Outlook, etc)
Have demonstrated the ability to guide, motivate, and coordinate the work of professionals in a matrix organization (one in which there are multiple reporting relationships)
Have demonstrated the use of effective, constructive, employee and team feedback for the purpose of improving performance, and knowledge of group dynamics, project and program management tools
Desired Skills & Experience
Knowledge of and familiar with the DD Form 1391 and related documentation associated with the military construction planning, programming, and budgeting process
Any of the following certifications: IFMA Facilities Management Professional (FMP); Six Sigma Yellow Belt or Black Belt; Certified Environmental and Safety Compliance Officer; and/or Certified Environmental Specialist
Graduate/completion of USACE courses: 1391 Processor and/or 1391 Preparation
2 or more years' experience with the DD Form 1391 Processor System
PMP
DoD SAMS, SAWS, or JAWS graduate is desirable

The proposed salary for this position is:
$102,000-$153,000 USD
