Summary You will serve as Chief Engineer, United States Marine Corps (USMC) and Deputy to the Commander for Systems Engineering and Acquisition Logistics (DC SEAL), Marine Corps Systems Command (MARCORSYSCOM), exercising Technical Authority (TA) for all USMC ground and information technology systems, and responsible for leading the implementation of TA across MARCORSYSCOM, as well as supported Program Executive Offices, and Direct Reporting Program Managers. Responsibilities You will provide authoritative, comprehensive, and unbiased assessment of the technical risks that can serve as impediments to program success and independently advise the Commander and Executive Director on technically acceptable options. You will collaborate at the General Officer and Senior Executive levels of the Marine Corps and Department of the Navy Staff to facilitate outcomes that support the Commandant's goals and objectives. You will facilitate the transition of advanced warfighting capability into Marine Corps systems advancing the Marine Corps by investing in modem Digital Engineering methodologies and tools. You will establish enterprise level systems engineering and acquisition policy and processes across the Command, to include MCTSSA, and supported Program Executive Office product lines and product lifecycles. You will conduct Marine Air Ground Task Force systems of systems engineering and integration by combining engineering disciplines with the detailed technical and analytical processes required to evaluate the interoperability of complex systems. You will provide unified technical representation required to support Marine Corps systems acquisition to the Joint and Coalition Communities for programs that are highly dynamic, uncertain, and subject to change. Progressive, responsible, and substantial experience (preferably with professional education at the graduate level) in the technical management of programs in support of military warfare systems. 2. Proven ability to interface and coordinate effectively with other US Government agencies and foreign governments to develop innovative solutions to complex and varied issues on military posture and policy initiatives. 3. Comprehensive knowledge of command relationships and inter-service and interdepartmental coordination in a large, complex, dynamic, and diverse organization. 4. Validated proficiency translating program goals and objectives into engineering plans and priorities and demonstrated ability evaluating outcomes and effectively realigning competency resources to meet mission requirements. 5. Demonstrated experience in providing technical oversight of acquisition programs and in the development, implementation and adherence to technical standards, policies, and processes. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
