Summary You will serve as a PROGRAM MANAGER (DIRECTOR OF TRANSITION) in the Chief Technology Office (00T) of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15. Responsibilities You will serve as the Director of Transition within the Chief Technology Office as the primary coordinator for internal investments maturing from research and development to prototyping and demonstration for their commercialization and transition. You will align CTO investments in technology to US Navy stakeholder needs through participation in programs to include Future Naval Requirements Roundtable (FNRR), Warfighter Imperative Program (WIP) and Gap-to-Solutions workshops. You will contribute to the Command strategic plan focusing on technology transition through establishing collaborations and partnerships with universities, small business, DoD-contractors and University affiliated research groups (UARCS). You will serve as the command Program Manager for the Office of Research and Technology Applications (ORTA) connecting the technical departments with internal and external customers to sustain and increase fielded technologies produced by NSWC IHD. You will work with NSWC IHD stakeholders to include technical departments, Program Managers, Senior Technical staff, and Director of Energetics Futures to create and execute plans to increase the number of technologies transferred across the command. You will build coalitions through oversight/management of technology transfer agreements to include Educational Partnership Agreements (EPAs), Partnership Intermediary Agreements (PIAs) and Cooperative Research and Development Agreements (CRADAs). You will serve as the Program Manager for NSWC IHDs Small Business Innovative Research Program (SBIR) managing relationships between Government sponsors, Technical Points of Contact (TPOCs), and Small business performers. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. For the 1301 Professional General Physical Science Series: A. Successful completion of a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Have a combination of education and experience with education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. For the 1320 Professional Chemistry Series: A. Successful completion of a bachelor's degree or higher in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. Have a combination of education and experience with course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
