GEOINT Learning Division Program Manager
Position Summary
The Program Manager will oversee contractors managing education and training programs within the National Geospatial-Intelligence College's (NGC) GEOINT Learning Division, ensuring seamless delivery across all content areas in line with contract requirements and Government objectives. This role includes managing resources, technical processes, and ensuring effective communication between Government and contractor personnel. The Program Manager will implement quality control, risk mitigation, and oversee phase-in and phase-out transitions. Additionally, they will support SME qualification across multiple branches, ensuring cross-branch expertise and capability.

Primary Duties and Responsibilities:
Provide overall leadership and oversight of contractors supporting the GEOINT Learning Division, ensuring the successful execution of training programs in line with contract requirements.
Develop and implement Program Management, Contract Transition, Subcontractor, and Quality Control plans to ensure contract compliance and high-quality program delivery.
Serve as the primary point of contact between the Government and contractor personnel, facilitating effective communication and issue resolution.
Manage the day-to-day operations of the five content areas within the GEOINT Learning Division, including overseeing personnel, technical processes, and resource allocation.
Ensure effective program management during contract phase-in and phase-out periods, incorporating risk mitigation strategies and ensuring smooth transitions.
Oversee subcontractor performance, review invoices, manage project forecasts, and ensure programs are delivered on time and within budget.
Review resumes, interview candidates, make hiring decisions, and ensure all personnel meet performance standards and qualification requirements.
Monitor and support the qualification process for subject matter experts (SMEs) to ensure they are certified to deliver training across multiple branches and focus areas based on their expertise, exposure, education, and knowledge.
Regularly report to the Government on program progress, key performance indicators, and program outcomes, ensuring alignment with the overall objectives of the GEOINT Learning Division.
Ensure cross-branch collaboration and SME qualification to enhance flexibility and responsiveness to the evolving needs of the GEOINT Learning Division.
Implement best practices for program management, continuously improving processes to meet Government and contract expectations.
Maintain a travel forecast and expenditure tracker to prioritize travel requests, ensuring efficient resource allocation across CONUS and OCONUS.
Minimum Qualifications
Current TS/SCI Clearance
Counterintelligence Polygraph (Preferred)
National Geospatial-Intelligence College (NGC) Instructor Certification (Preferred)
Master's degree in Business Administration, Industrial/Organizational Psychology, Human Resources Management, Organizational Development, or a related field.
10+ years of experience in program management, including contract management, team leadership, and overseeing large-scale government contracts.
Proven expertise in managing education and training programs within the Intelligence Community or Department of Defense.
Demonstrated ability to lead diverse teams, manage subcontractors, and maintain high standards of quality and performance.
Experience developing and implementing program management plans, risk mitigation strategies, and quality control measures.
Desired Certification: Program Management Professional (PMP).
