Job Description:
CACI is seeking a Group 1-3 UxS Technical Signals Analyst with the ability to conduct Signals and Technical Analysis to support observations of Threat UxS, Threat illicit activity, assessing flight paths of UxS via Intelligence Community available tools (MIST, THRESHER, YETI, etc.) and all available organic sensor data to provide dynamic technical information/analysis in support of real-world global requirements. This position will require knowledge of sensors and an understanding of available operational capabilities in direct support of deployed forces in hostile areas of operation. The candidate will provide Indications and Warnings (I&W) based on technical analysis, support throughout operations cycle and conduct post-operation evaluations to determine technical limitations in the UxS battlespace.
The candidate will be available and willing to deploy to the Central Command (CENTCOM) Area of Responsibility (AOR) for a minimum of 1 year at a time, rotating with other deployers. When not deployed, the candidate will provide technical analytical support and assist in the collection and dissemination of information to U.S. and coalition forces, on a need-to-know basis, concerning target device TTPs, critical and emerging technology, and UxS threat platforms such as Unmanned Aircraft Systems (UAS) and Unmanned Maritime Systems (UMS) (above and below surface) to the C5ISR Center at Aberdeen Proving Grounds, MD area with potential temporary travel when not deployed.
What You'll Get to Do:
Conduct all-source analysis and assist in the collection and dissemination of information to U.S. and coalition forces, on a need-to-know basis, concerning target device TTPs, technology, and safe handling procedures.
Advise and assist on detecting, identifying, acquiring and engaging Threat UxS.
Utilize various intelligence disciplines (e.g. TECHINT, SIGINT/CYBER, HUMINT, MASINT, etc.) from all levels of classified information.
Provide comprehensive technical Threat analysis.
Perform all functional duties independently.
Conduct SIGINT analysis and assist in the collection and dissemination of information to U.S. and coalition forces, on a need-to-know basis, concerning foreign communications activity.
The ability to provide I&W, pattern of life development, target identification, and support terminal guidance.
The ability to identify enemy TTPs and develop targetable intelligence products.
The ability to travel CONUS and OCONUS (to include possible conflict areas) on short notice to disseminate relevant threat information as directed by customer requests.
Provide high-level subject matter proficiency and advanced technical knowledge of highly specialized applications and technology support to DEVCOM C5ISR Center for Counter-Improvised Threat devices, equipment, software, and training, this includes all manners of improvised threats from Counter UAS to Counter UMS
Required Qualifications:
Current and Active TS/SCI Security Clearance.
Requires Military Intelligence MOS background and have completed formal military intelligence training/school.
BA/BS and 6 years of experience, Associate's degree plus 9 years of experience or 11 years of recent specialized experience.
Must be able to successfully complete Conus Replacement Center (CRC) and deploy to CENTCOM theater.
Must successfully pass pre-hire medical screening.
Must have experience in conducting SIGINT analysis.
Demonstrate experience and understanding in HUMINT, SIGINT, ELINT, FISINT, and IMINT intelligence disciplines and the ability to fuse disparate data into completed reports.
Demonstrate understanding of ISR Operations Collection Strategy, Planning, and Execution.
The ability to identify UAS and UMS systems.
Research unclassified and classified databases for use in written products.
Monitor and analyze strategic and operational intelligence information.
Research support for analysts who produce Intelligence Community reports and briefings as well as direct support to current operations.
Research, author, and coordinate threat assessments to support the Commander and/or leaders in the U.S. civilian intelligence community.
Ability to generate/provided specialized analytical products.
Ability to search/screen all media sources and provide assessments of intelligence impacts.
Proficient in utilizing standard MS Office computer applications and intelligence related automation to support analytical efforts and product development.
Proficient in utilizing specialized intelligence tools to create final products.
Possess strong research, analytical, and writing skills and clearly articulate information to different audiences.
Capable of effectively operating as a member of an analytical team from a remote location in support of CJOA requirements.
Experience providing intelligence support regarding issues within the CENTCOM AOR or other specific COCOMs.
Demonstrated expertise in intelligence collection regarding gathering data from target or adversary automated information systems or networks, to include providing direct Digital Network Intelligence (DNI) tradecraft, analysis, and reporting support. Working knowledge of signals development (SIGDEV) or computer network provider capabilities and workflows; experience in conducting technical metadata or content analysis. Shall have demonstrated experience in leading small, focused teams and mentoring junior task personnel.
Desired Qualifications:
Knowledge of the Military Decision-Making Process (MDMP).
Knowledge of the Decide, Detect, Deliver, and Assess (D3A) cycle.
Present, discuss, and defend assessments to Staff Officers, Senior Commanders, other Governmental Agencies and the technical community to intelligence community.
Assist with development and maintenance of analytical policies and procedures.
Knowledge of digital network characterization, reconstruction, mapping, or vulnerability assessments.
Knowledge in any of the following areas: SIGDEV; DNI analysis, mapping and reconstruction; Counter Network Exploitation (CNE) DNI/DNR convergence; Target templating; Social Network Analysis (SNA); Network vulnerability assessments; Remote forensics analysis; Technical, tactical, or traditional product reporting; and/or technical language analysis, development or exploitation.
Knowledge of and ability to perform analysis on the latest Commercial Based and emerging Technologies that could be utilized by advisories and articulate how use of that CBT would affect DoD capability.
Able to identify and characterize Counter-UAS and UMS detectors/indicators and compatibility with associated training devices, Electronic Countermeasures, and integration of multiple capability detectors.
Demonstrates ability to supports over the shoulder support within various levels of Commands on familiarization on threat UAS and UMS.
Able to deliver over the shoulder support from the Tactical to Strategic level as it relates to UAS and UMS exploitation across multiple Intelligence Disciplines (ELINT, SIGINT, IMINT, HUMINT, and FISINT) and show knowledge on how to publish findings to the greater DoD.
Demonstrates ability to provide over the shoulder support to DoD personnel on UAS and ISR Capabilities for a wide range of Threat Actors to include CT and Near-Peer adversaries to inject TTPs and Capabilities into training and real-world application.
Able to provide ISR Operations expertise on detecting and collection on adversary UAS and UMS systems and provides recommendations to US and Multinational partners on best practices.
Able to deliver a detailed understanding of threat network associated TTPs and Intelligence integration to establish and maintain best collection methods and strategies with ISR Platforms.
Demonstrates ability to develop technically oriented training programs that integrate all aspects of collection platforms, Intelligence reports and build a comprehensive training inject that exercises specific connectivity with various agencies, higher headquarters.
Demonstrates ability to understand networks and produces a product that helps a commander and staff understand sophisticated insurgent and criminal networks.
Specialized in unique collection planning projects utilizing advanced Collection Techniques and Technologies focused at UAS threat detection and integrating the Collection with specialized Defeat capabilities.
Demonstrates ability to deliver over the shoulder support to commanders and other customers with intelligence information and evaluation of UAS and UMS activity derived from ISR assets to maximize force effectiveness by optimizing friendly force strengths, exploiting adversary weaknesses, and countering adversary strengths.
Ability to provide analysis on Commercial-Based and Defense technology and threat system acquisition of UAS and UMS capabilities.
Demonstrates understanding in the mechanical function and design of Air Threats to include structural, propulsion, and weapons capabilities.

The proposed salary range for this position is:
$68,400 - 143,700 USD
