Purpose and Scope:
Responsible for all aspects of contract administration and purchasing. Provides an effective contract and procurement management program which ensures compliance with requirements and directs procurement activities, focusing on administration of prime contracts, subcontracts and procurement. Perform liaison function between internal and external customers.
Essential Responsibilities:
Manage/coordinate proposal activities to include developing bid strategies, organizing red team review, approving proposals for submission.~Participate in long-range planning process aimed at developing new business.~Conduct procurement training for technical and contract staff.~Responsible for drafting and updating procurement policies and procedures.~Serve as Small Business Representative, responsible for outreach efforts, ensure compliance, prepare required subcontracting performance reports.~Advise technical personnel on state-of-the art negotiation strategies to enhance fee performance.~Ensure compliance with governmental law, Company, and divisional policies on contracts and procurement.~Provide interpretation of contracts, organizes or processes correspondence with contracting parties and monitors fulfillment of contractual obligations.~
Minimum Position Knowledge, Skills and Abilities Required:
Bachelor's degree in Business Administration and at least 8 years of job-related experience or equivalent. MBA preferred. Two (2) years Contracts Management or related field experience can be substituted for each year of the four (4) years of college. Prefer two (2) years supervisory/management experience. Excellent communication and negotiation skills; working knowledge of word-processing, database, spreadsheet programs and integrated software applications are required. Position may require travel. Position may require the ability to pass and maintain a Security Clearance. - Thorough knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations Supplement (DFARS) and related federal and state legislation and regulations. - Demonstrates proficiency in Microsoft Office applications, specifically PowerPoint, Word, and Excel. - Knowledge of the Service Contract Act, the Fair Labor Standards Act, and Truthful Cost or Pricing Data Act. - Familiar with the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR) if required for contract. - Familiar with General Accounting Practices (GAP). - Knowledge of Cost Accounting Standards (CAS). - Excellent oral and written communications. - Effective leadership and interpersonal skills. - Strong critical thinking and analytical skills.
Work Environment, Physical Demands, and Mental Demands:
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must posses planning/organizing skills, and must be able to work under deadlines. CONUS: Generally, works in normal office environment, yet may be required to travel domestically and internationally on short notice, to austere environments, under harsh living conditions. OCONUS: Some positions will be assigned to overseas locations where living and working conditions at assignment location could be remote and uncomfortable, with long hours, exposure to weather, dust, and hazardous/harsh conditions. Ability to travel domestically and internationally.
