Our client is the Implementing Agency (IA) that provides security cooperation support to Foreign Military Sales (FMS) customers. Their goal is to have auditable financial statements by Fiscal Year (FY) 2028. Contractor support is needed to assist our client in their audit readiness efforts. This assistance relates to their goal of auditable financial statements, which is an integral component of DoD's overarching objective for a DoD-wide unqualified audit opinion.
The objective of this task order is to provide support to our client in execution of actions that positively contribute to audit readiness activities. Specific activities include the following:
1) Prepare responses to audit readiness examination requests for the audit readiness efforts.
2) Identify external customer entity relationships.
3) Provide recommendations on how our client will support its user entity customer financial statement audits, to include service provider reporting.
4) Develop rationale and supporting documentation for execution of actions.
5) Prepare inputs for our client's portion of the Security Assistance Accounts (SAA) Audit Roadmap (replacing the Master Project Plan (MPP)), and track and monitor steps on the Audit Roadmap for our client. Input includes any updates required by our client, working with government personnel. The Audit Roadmap requires tracking of Notices of Findings (NFRs) and Corrective Action Plans (CAPS).
6) Prepare root cause analysis and develop associated CAPs.
7) Assist in design, testing, and evaluation of internal controls and their test plans.
8) Prepare information for briefings related to audit readiness support.
These include but are not limited to prepared by client (PBC) requests from the DoD Inspector General (DoDIG), our client's Independent Public Accounting (IPA) firm, assertion package compilation and review, audit lines of effort initiatives, cost recovery analyses, inputs for the DoD Inspector General (DoDIG) and the Office of the Secretary of Defense (OSD) working groups for CAPs, white papers, action item assistance, support for IPA and DoDIG audits, FMS Summit support, FMS SharePoint site maintenance and other audit readiness tasks. Audit readiness tasks include IPA financial statements examinations and audits, control activity testing, and audit remediation activities.
