Northrop Grumman Aeronautics Systems Sector, Global Surveillance Division has an opening for a Contracts Manager 2 for the MQ-4C Triton Program in our Rancho Bernardo, CA location. The selected candidate will report directly to the Senior Contracts Manager for the Triton organization with dotted-line reporting to the Directors of Business Management for the respective portfolio.
Roles and Responsibilities include:
Provide guidance, mentoring and counsel to staff in all areas of contracts administration and contracts management including: capture strategy, solicitations, proposal development, contract negotiations and contract execution in multiple contract types (e.g., Cost Plus, FFP, FPI).
Administers contracts which includes the following responsibilities: ensures compliance with all contractual requirements, interprets contract requirements for program and functional leadership, drafts formal correspondence, coordinates CDRL submittal with all stakeholders, ensures timely invoicing and payment, and reviews and executes contract modifications.
Review and approve contractual documents for protection of company's contractual posture, adherence to company policy, and provide advice/recommendations to various levels of leadership regarding contractual rights and obligations and interpretation of terms and conditions.
Develop, maintain and foster highly effective customer relationships; serves as the primary interfaced with the customer
Work directly with program and business teams, functional and IPT leads in analyzing and developing risk mitigation strategies, protecting the contract baseline by employing strong change control oversight, developing strong contract language and various contracting approaches and strategies.
Be responsible for a contracts team that has an active role in leading the pre-award and post-award activities for a variety of contract types and customers.
Partners closely with Pricing & Estimating (P&E) and the Capture team to develop and implement proposal strategies.
Reviews and provides feedback on customer RFIs, draft RFPs, and RFPs. Guides the program and direct reports on the implications of model contract terms and conditions
Facilitates the proposal review process and ensures internal reviews are conducted in accordance with company policies and procedures. Partners with P&E and the Capture team to create briefings for internal reviews
Builds and leads a team of highly motivated and effective contracts professionals.
Provides day-to-day management, oversight and direction of staff, goal setting and tracking performance, coaching, training and development of staff, and performance evaluations.

Basic Qualifications:
Bachelor's degree from an accredited university and 7+ years of experience in Contracts OR Master's degree from an accredited university with 5+ years of experience in Contracts.
Ability to effectively work with the management of other organizations (program management, subcontracts, pricing, business management, and supply chain management) as well as representatives of Government agencies.
Prior experience with DOD contracts and a variety of contract types such as Cost Plus, Fixed Price, Fixed Price Incentive Fee, etc.
Demonstrated understanding (interpretation and compliance at a senior level) of and experience with FAR and DFARS.
Demonstrated proficiency with MS Outlook and PowerPoint.
Preferred Qualifications
Prior experience within the Aerospace industry products and contracts
Prior experience supporting International FMS and DCS Contracts
Prior experience supporting contracts consisting of complex production efforts
Prior experience establishing bases of entitlement for requests for equitable adjustment
Prior experience as a contracts manager leading a team of contracts professionals.
Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter expert
Strong problem solving skills and the ability to be flexible and change directions when needed
Current Secret or Top Secret Security Clearance

Salary Range: $125,500 - $188,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
