Overview
We are seeking a highly motivated TS-cleared individual with 10 years of demonstrated experience in DoD Program Management contracting processes throughout the entire lifecycle encompassing the initial planning phase through to sustainment. Ideal candidates will demonstrate outstanding communication and customer service abilities, coupled with a strong background in the field.
Responsibilities
Provide methods, processes, and tools to strive for cost, schedule, and performance efficiencies as related to procurement strategies
Identify and correct problems and make recommendations as they relate to programmatic contract management
Develop and update documentation to support the above such as briefs, training packages, Standard Operating Procedures (SOP), policy updates, and guidebooks
Provide administrative and advisory support as required during Government
Provide overarching assistance with programmatic contract related matters
Advise the Government on areas such as PWS development, CLIN structure, evaluation criteria Interpret and provide expert advice on contracting policy, regulation and statute when requested
Support contract strategies, planning, coordinating, developing, analyzing, and issue resolution
Develop, collect, analyze, and prepare metrics data for wide contract planning and actions
Assist the Government in maintaining a conformed contract, including exhibits, appendices, award fee payments, security requirements and any other changes due to contract modifications
Skills Required
Experience executing DoDD 5000.01, DoDI 5000.02, SECNAVINST 5000.2 series governing acquisition programs in the DoD Components, and other acquisition management policies addressed in DoD 5000 series
Experience with executing statutory and policy procurement-related requirements (FAR, DFARS, NMCARS, DoD 5000 series)
Experience developing contract strategies to incentivize industry performance; conduct market research; acquisition planning; cost and price analysis, solicitation and selection of sources; and perform all phases of contract administration
Must be able to work autonomously and within a team collaborative environment
Experience developing contract documents, e.g. Request for Proposals, Statements of Work, Contract Data Requirements Lists (CDRL), Contract Line Item Numbers (CLIN), DD-254s, Acquisition Plans, Source Selection Plans, Justifications, Approvals, Determinations and Findings
Experience coordinating Industry Days
Experience managing contracts, to include preparation of Procurement Requests, Modification Requests, Technical Direction Letters/Technical Instructions, and tracking obligations/expenditures, and deliverables
DoD Secret Clearance required
Education
Bachelors degree required, preferably in math, engineering, business, or the sciences
