North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer's mission. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.
Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.
The National Ignition Facility and Photon Science Directorate (NIF&PS) has an opening for a Project Integration Associate. The successful candidate will provide objective feedback on reviews and consult on infrastructure projects for the NIF&PS Directorate. The successful candidate will share, transfer knowledge, and mentor LLNL teams on project execution in areas of construction and safety, project controls, and project management. The successful candidate will perform expert level constructability reviews and suggest creative solutions to complex design packages, assess project issues and develop resolutions to meet productivity, quality, and customer satisfaction goals and objectives. The successful candidate will review site specific safety plan (SSSP) and job hazards analysis (JHA) for adherence to accepted Laboratory safety policies. The successful candidate will also assist principal investigators/lead engineers in the development of work proposals, statements of work, project plans, project risk assessments and responses.
This position is part of the NIF&PS Integrated Project Team (IPT) which provides NIF&PS with engineering, design, estimating, construction, and project management services. IPT provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety and collaboration.
Essential Duties
Provide advanced advisory support to NIF&PS Facility and Construction Managers.
Provide advanced technical and administrative oversight in support of NIF&PS construction projects.
Monitor project progress, identify potential issues, and develop mitigation strategies to minimize risks in coordination with the Project Manager and program.
Provide expert level Lock Out Tag Out (LOTO) experience to facilitate, coordinate and oversee Complex LOTO activities involving multiple hazards associated in a construction environment.
Perform expert level constructability reviews and suggest creative solutions to complex design packages; as needed, lead preconstruction meetings and weekly coordination meetings.
Ensure processes and procedures are met while assessing project issues and assist in the development of resolutions to meet productivity, quality, and customer satisfaction goals and objectives.
Direct delivery of government furnished equipment and/or material.
Act as a subject matter expert in the areas designated within the subcontract including implementing decisions related to construction matters, processing subcontractor-generated documents, requests for information (RFI), technical submittals, and as-built drawings.
Perform other duties as assigned.
Essential Skills, Knowledge, and Abilities
Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
Experience and knowledge of nuclear operations, engineering design, and the implementation and flow down of nuclear safety and security requirements.
Ability to ensure that deliverables are produced on schedule and within budget and quality requirements.
Advanced knowledge and understanding of construction management role and of construction methods, materials and codes, and an ability to read and understand blueprint drawings.
Advanced knowledge of and experience with constructability review of bid packages.
Significant experience managing construction projects.
Significant experience interpreting and applying applicable local, state, and federal safety standards, codes, laws, and regulations, environment, safety, and health policies and procedures, and OSHA regulations to each construction project.
Advanced verbal and written communication skills necessary to effectively explain, present, and advise all project personnel and customers.
Proficiency with construction project management software such as Procore or similar software.
Desired Skills, Knowledge, and Abilities
Experience at DOE facilities and projects with a detailed working knowledge of key DOE Orders related to quality control, including knowledge of nuclear industry regulations and standards, such as, DOE, and local, state, and federal codes.
Proficiency with MS Project.
Familiarity with LLNL's Integrated Safety Management System.
Experience with DOE O 413.3B orders Program and project Management for the acquisition of capital assets.

Anticipated Clearance Level: Q (position will be cleared to this level).
