Job Summary:
The Training/Explosive Safety Officer is responsible for maintaining high-risk training and explosive safety standards and administrative procedures to support formal courses of instruction in support of advanced pre-deployment training for Pacific Fleet EOD platoons and Mobile Diving Salvage (MDS) companies conducting Unit Level Training (ULT) and Tailored Unit Training Plan (TUTP) phases of the Fleet Response Training Plan (FRTP). He/she will also arrange and moderate professional conferences, complex exercises, provide guidance for command instructors, participate in panel discussions and working groups related to field, participate and develop processes to support advanced training.
Duties and Responsibilities:
Observes high/moderate-risk training evolutions and assess compliance with approved training procedures, safety precautions, and emergency procedures.
Investigates all high/moderate-risk training near-mishaps and injuries. Determine if inadequate training procedures, safety precautions, emergency procedures, facilities, or equipment contributed to the mishap/injury. Provide recommendations for improvement when required.
Ensures all EODTEU ONE high-risk and moderate-risk course safety related instructions are reviewed for accuracy, applicability, and functionality.
Ensures safety reviews are conducted and documented annually on all high/moderate-risk courses.
Reviews all command pre-mishap plans and submit changes to the Commanding Officer for approval.
Develops and Implement management oversight controls to ensure all training related recordable and reportable injuries are analyzed and that findings are forwarded appropriately.
Analyzes training related mishap data for all courses conducted at EODTEU ONE. Investigate courses showing adverse trends and/or statistical irregularities.
Analyze student critiques to correct potential safety problems.
Ensure high-risk and moderate-risk instructor candidates are screened IAW command instruction.
Establish an evaluation program that assesses high-risk instructors in either classroom or laboratory (non-classroom) setting at least once every three months.
Ensure annual course safety reviews of all high-risk and moderate-risk courses are conducted.
Command designated Explosive Safety Officer to include the following:
Inspecting active buildings or workplaces as often as necessary, depending on the hazard associated with the operation, at least annually. Explosive operating buildings that rare being used for nonexplosive operations need not be inspected. lf the buildings are to be reused for explosives, operations, and inspection will be performed and the site approval reviewed for compliance with proposed operation. Records of the inspections and actions taken to correct any identified deficiencies will be maintained in the Safety Office.
Assuring those personnel involved with explosives operations received required training.
Conducting preoperational checks and line checks of explosive operating lines, in conjunction with safety personnel trained to perform safety analyses, as new systems or processes are implemented. Prior to implementation, the ESO shall ensure that the safety director approves any new system or process.
Inspecting all explosive storage areas and magazines at least annually to ensure that they comply with explosives safety standards. Provide copies of inspection and corrective action reports to the safety office for actions as necessary.
Monitoring the activity's qualification and certification program for compliance with and command policies.
Monitoring a safety program and command policies to ensure that ordnance display items are inert and do not contain any energetic (explosive) material.
Qualifications:
Graduate of Navy Instructor Training (IT) Course (A-012-00N), Army IT course (131-ITC-1), Air Force IT Course (E3AIR3S200 069), or the Journeyman IT Course.
Minimum 2 years instructional experience required.
Minimum 4 years experience in explosive safety program required.
Previous experience as Explosive Safety Officer (preferred).
Master Training Specialist (preferred)
Maintain certification in First Aid, to include adult-level Cardiopulmonary Resuscitation (CPR) IAW standards of the American Heart Association.
Knowledge of and experience with Navy High Risk training requirements and documentation.
Knowledge of training methods, techniques, and tools, to include knowledge of educational developments in the field, to design and develop training courses and materials, evaluate training programs, and/or develop new methods, establish and/or apply evaluation criteria, and resolve a variety of problems.
Has received prerequisite training to be designated as Explosive Safety Officer IAW and OP-5. (preferred).
Ability to Interface with all levels of Command.
Excellent written and verbal communication skills in English.
Possess and maintain a Secret security clearance.
