Job Description
Mission Technologies, a division of Huntington Ingalls Industries, is looking for a qualified individual to fill the role of a Navy Continuous Training Environment (NCTE) Federation Manager for their Live, Virtual and Constructive (LVC) Solutions Group (LSG). This person supports operational testing, development, and integration of Navy and Marine Corps LVC training systems to ensure they are compatible, interoperable, and meet the Fleet's training needs. This position is located at I MEF Battle Simulation Center (BSC), Camp Pendleton, CA.
Additionally, this position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements.
Minimum Qualifications
9 years relevant experience with Bachelors in related field OR
7 years relevant experience with Masters in related field OR
4 years relevant experience with PhD or Juris Doctorate in related field OR
High School Diploma or equivalent and 13 years relevant experience.
Must be familiar with Linux (command line) and Windows operating systems
Must have technical leadership ability. During LVC training event execution, must be able to address technical issues by understanding which engineering domain problems belong to and then assign engineers from the appropriate domains to resolve issues.
Must have excellent written and verbal communication skills and be comfortable communicating at various levels of the organization. This may involve lower level technical collaboration on issues with assigned engineers or high level explanation of issues and/or status updates with senior leadership
Must be familiar with MS Office
A current CompTIA Security + certification is required for the position
Must currently hold and be able to maintain a US Secret clearance
Essential Job Responsibilities
Maintain the operational readiness of the LVC federation, ensuring that all systems are calibrated and synchronized for upcoming training exercises. Also plans for scalability by anticipating future needs and integrating additional capabilities without disrupting ongoing operations.
Oversee the implementation and management of DIS (Distributed Interactive Simulation) and High-Level Architecture (HLA) protocols to ensure effective and standardized data exchange and interoperability among the various components of the LVC training federation. Ensures all systems are compliant with these protocols to facilitate seamless live, virtual, and constructive interactions.
Stand up and configure HLA federations specifically for training exercises, ensuring that all participating systems are properly integrated and synchronized to support the planned scenarios. Monitors the federation's performance throughout the exercise to troubleshoot and optimize in real time.
Manage and synchronize enumerations across all simulation platforms to ensure they match the master class list. This involves updating and maintaining a consistent and accurate representation of entities, activities, and interactions within the LVC training environment to prevent conflicts and ensure data integrity.
Regularly assess and ensure compatibility of all simulation systems with DIS and HLA protocols. This includes verifying that hardware and software configurations adhere to protocol specifications and can interoperate within the established LVC architecture without issues.
Coordinate and manage system updates and upgrades to maintain protocol compatibility. Shall ensure that all system modifications enhance integration with DIS and HLA environments, supporting the broader objectives of the LVC federation.
Conduct rigorous integration testing across different systems participating in the federation to verify their compatibility with DIS and HLA protocols. Identify and address integration issues that could hinder interoperability or performance during LVC exercises.
Diagnose and resolve technical issues specifically related to DIS and HLA protocols. This includes troubleshooting problems during live exercises, virtual simulations, or constructive scenario implementations that stem from protocol misconfigurations or incompatibilities.
Provide real-time technical support during LVC training exercises, ensuring that any DIS and HLA related issues are quickly identified and addressed to minimize impact on training effectiveness.
Perform root cause analysis for recurrent or critical issues associated with DIS and HLA protocols. Document findings and implement long-term solutions to prevent future occurrences, enhancing system reliability and training accuracy.
Preferred Requirements
Knowledge of distributed simulation protocols such as High Level Architecture (HLA) and Distributed Interactive Simulation (DIS)
Familiarity with networking concepts, architectures, and protocols such as TCP/IP and UDP
Experience with MS Visio software to produce technical architecture drawings
Knowledge of Navy C4I tactical systems such as Link 16 and GCCS
Experience working with Navy systems and/or commands
Physical Requirements
Adequate visual acuity and manual dexterity for meeting the requirements Software Engineer family.
