Summary This LOGISTICS MANAGEMENT SPECIALIST is located at the JFHQ-State, Deputy Chief of Staff for Logistics (DCSLOG) (G4/J4), Sustainment Automation Support Management Office (SASMO) and is part of the CA AASF Los Alamitos. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the LOGISTICS MANAGEMENT SPECIALIST, GS-0346-11, is to provide support to Automated Logistics Information Systems and Programs to all State/Territories activities/organizations and perform a wide range of specialized methods/techniques for planning, analyzing and identifying problems in order to develop and implement resolutions to administrative and systemic programs throughout the organization. Serves as an advisor to the Supervisory Logistics Management Specialist on all Combat Service Support (CSS) Automated Logistics Information Systems and Programs. Exercises knowledge and oversight for all matters pertaining to the fielding and operation of Automated Logistics Information Systems and Programs. Utilizes an extensive knowledge of logistics programs/operations and a clear understanding of automated systems to manage projects and programs for systems integration of CSS automation. Required Serves as a Systems Administrator for all Automated Logistics Information Systems and Programs and as the technical expert within the State/Territory responsible for providing technical and functional guidance for serviced Automated Logistics Information Systems and Programs. Reviews SASMO Standard Operating Procedures (SOPs) to ensure they are current (i.e., help desk, repair operations, etc.). Evaluates trouble tickets escalated from the help desk, setting priorities on a weekly and monthly basis. Analyzes requirements, establishes programs/procedures ensuring effective coordination on CSS automation hardware systems and peripherals pertaining to the receipt, distribution, installation, and life cycle management of devices that are directed to be managed at unit/State/Territory level. Identifies maintenance requirements and coordinates/initiate's corrective action. Identifies funding requirements to support SASMO operations, justifies and submits budget requirements for State operating budget, and executes funds received. Provides direction and guidance to supported CSS Automated Logistics Information System users in the submission of automated systems problem reports and/or change proposals. Establishes procedures for the receipt, review, consolidation, and accounting of system problem reports and engineer change proposals (ECPs) submitted from other SASMO personnel and/or CSS Automated Logistics Information System users to ensure subsequent distribution to NGB. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. This position includes information assurance (IA) work as a paramount duty requirement. Qualifications LOGISTICS MANAGEMENT SPECIALIST, GS-0346-11: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Experience budgeting for normal and contingency food service operations, equipment replacement, and facility maintenance; Experience utilizing computer processes to audit daily cycles to determine integrity and validate system change packages; Experience working with system software evaluations and design methods to translate functional requirements into specifications for implementation; Experience evaluating problems, and developing proposed solutions to functional problems in automated logistics systems; Experience using qualitative and quantitative methods and techniques for analyzing and measuring parameters of studies and projects and to accomplish planning and provide guidance and direction for the related logistics and information systems programs.
