Responsibilities
Provide analysis, research, assistance, training, and support for the vetting of local national employees and job applicants, as well as other individuals as needed, for Regional Security Offices at U.S. Embassies and Consulates worldwide.
Utilizes numerous datasets, specialized tools, and advanced research and analytical techniques to identify and analyze individuals that may pose a threat to U.S. and State Department interests; identifies opportunities to mitigate threats through a variety of analytical processes; validates the significance of data; and makes recommendations regarding the mitigation of threats.
Conducts analysis of biometric and biographic information on individuals of interest utilizing the Biometric Identity Intelligence Resource (BI2R) and other relevant databases, to determine if they pose a risk to U.S. State Department personnel or facilities.
Independently identify, research, and review pertinent application information for any possible threat information, and draft analysis of any threat information developed, to be provided to RSOs around the world, CCV management, and senior DS management.
Plans, develops, and leads in-depth all-source analysis, using traditional and non-traditional classified and unclassified sources of intelligence.
Show initiative in independently identifying additional areas of concern in the open source threat assessments.
Ensure that individuals who pose a potential threat to U.S. interests are added to appropriate watch lists and that information regarding these individuals is shared with Regional Security Officers in a timely manner.
Ensure compliance with laws, regulations, executive orders, and directives promulgated by Congress, the Secretary of State, and the Director of National Intelligence to achieve goals and objectives.
Recommends e-mail responses to other offices regarding threat information. Responses should provide analysis and assessment, as necessary, and should be sent in a timeframe commensurate with the urgency of the threat.
Prepare and present oral briefings on their findings to CCV management and other DS offices as appropriate.
Provide biometrics analysis training to newly hired DS/ICI/CCV contract Identity Intelligence Assistant and Junior Identity Intelligence Analysts.
Provide training on the Diplomatic Security Identity Assurance System (DSIAS) to students attending the Basic RSO, RSO In Service, Assistant Regional Security Officer-Investigations, Foreign Service National Investigator, and Foreign Service National Investigator In Service training classes at the Diplomatic Security Training Center.
Brief DS Agents who are transferring to posts with DSIAS on the DSIAS system and the overall DS vetting program.
Participate in foreign travel for the purpose of deploying DSIAS to new locations at U.S. Embassies and Consulates. This duty includes providing training to Foreign Service National Investigators on DSIAS and conducting mass enrollments of locally employed staff into DSIAS.
Perform Temporary Duty at any RSO Office world-wide to provide identity intelligence analysis support to the RSO mission of vetting locally engaged staff employees and job applicants.
Utilize DSIAS to biometrically enroll locally employed staff and job applicants at U.S. Embassies and Consulates world-wide.
Ensures the proper storage and handling of classified and unclassified material.
Other duties as assigned.
Qualifications
Six (6) years of relevant intelligence analysis experience, or Counterintelligence, Human Resource Intelligence (CI/HUMINT) experience. Experience must be with the Department of Defense, Department of Homeland Security, the Federal Bureau of Investigation, Department of State, or an equivalent U.S. Government agency and should include experience in Military Occupational Specialties 35F, 350F, 35O, 18F, 35M, 35L or other military service equivalents, or GS-0132 series.
Or; minimum of four (4)) years of relevant intelligence analysis experience with a Bachelor's Degree from a four (4) year U.S. accredited college in one of the following areas: Political Science, International Affairs, Area Studies, or a related field of study.
One year required or two (2) years preferred experience conducting Identity Intelligence/biometric intelligence analysis.
Must be proficient in utilizing computer databases and intelligence related automated systems to support analytical efforts and product development.
Ability to provide advice, guidance, and consultation to officials with regard to the interpretation and application of analysis.
Skill in oral and written communication to prepare and present analysis, provide guidance, solicit information, defend proposals, and negotiate agreements.
Experience in the collection, analysis and dissemination of foreign affairs and terrorism-related information.
Ability to deal effectively with individuals at all organization and management levels both inside and outside the Department in order to establish and maintain liaison with individuals representing a broad range of organizations and interests involved in and affected by Directorate programs. This includes Intelligence Community and other Executive Branch agencies.
Problem-solving skills and the ability to prioritize multiple and sometimes conflicting and complex tasks.
Must be able to operate as part of a team, cooperate effectively with other team members and be mission focused and able to work independently.
Must be a United States citizen
Top Secret/SCI personnel security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract performance.
Must be in good physical condition in order to perform overseas travel to high threat locations that may involve extended travel time and exposure to dangerous conditions that require use of personal protective equipment while exercising special safety precautions.
