L3Harris Communication Systems is seeking a candidate for Industrial Security Senior Manager at the Tactical Communication sector's Rochester, NY facility. In this capacity, the Industrial Senior Security Manager is responsible for the development, implementation, management and execution of NISPOM established security requirements for all Department of Defense (DoD) classified contracts, manages the facility's security program ensuring compliance with the National Industrial Security Program (NISP), Intelligence Community Directives (ICDs), Contract Security Classification Specifications (DD254), Program Classification Guides and L3Harris policies/directives.
Essential Functions:
Commensurate with the position the incumbent is responsible for execution of all NISPOM related security functions including industrial, physical, personnel (PERSEC) and information security; comprised of Insider Threat program development and execution, Counterintelligence, document control, program security support and access control to DoD programs and accredited areas.
Position includes compliant and effective execution of responsibilities of overseeing the COMSEC Account Manager ensuring COMSEC program management, handling, and accountability in accordance with governing USG directives.
The Sector security lead is responsible for the management and oversight of the CS Information Security program (unclassified) intent on ensuring the protection of corporate technological, proprietary, and intellectual information.
The Sector security lead will provide guidance, direction and leadership to direct report industrial security specialists emphasizing effective security support to ensure security as a business discriminator, effect standardization of execution and continuity of compliance at the Rochester facility.
Incumbent serves as primary interface with Government agencies and Customers, internal & external, with regards to National Industrial Security Program (NISP) and, performs as a strategic business contributor for security programs of national importance.
Manages, oversees, and implements the facility Security Education and Training Program to ensure compliance with all government directives and consistency with L3Harris requirements.
The Sector security lead will work as a team player, exhibit flexibility, dedication and the expectation of excellence required of a seasoned security professional while working and making decisions independently with general guidance and direction.
Broad expertise, mastery of and experience ensuring compliance with Intelligence Community, National Industrial Security Program Operating Manual (NISPOM) and Special Access Programs.
Eligible to obtain a US Top Secret Security Clearance.
Qualifications:
Bachelor's with 12 years prior experience, Graduate Degree with 10 years prior experience. In lieu of a degree, minimum of 16 years of prior related experience.
Preferred Additional Skills:
Completed counterintelligence or full scope polygraph.
Bachelor's degree in security management, Homeland Security, Security Administration, Criminal Justice, Industrial Security Management, Information Systems Security, Information Technology Management or other relevant.
Familiarity and experience with SIMS, JPAS/DISS, e-Qip, NISS, etc.
FSO certification via current Defense Counterintelligence and Security Agency (DCSA) criteria.
Successful completion of NSA COMSEC Account Manager/Custodian training; experience and knowledge managing COMSEC accounts and/or programs.
Managerial experience with direct reporting staff.
Industrial Security Professional (ISP), Certified Protection Professional (CPP) or other relevant professional security certification.
Manifests self-initiative: compliance focused; customer service orientated.
Comprehensive knowledge and experience with NISPOM, ICD, JAFAN and RMF execution and application.
In compliance with pay transparency requirements, the salary range for this role in New York State is $105,500 - $195,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
