Policy Analyst
KBR is seeking a highly qualified candidate to support the NRO Office of Policy and Strategy (OP&S). This office is responsible for a variety of policy and strategy coordination, representation, and corporate compliance-related functions that directly support the NRO Director and senior leadership team. OP&S works with a full range of inter- and intra-agency partners on overhead related policy and strategy issues, foreign relations and international partnerships, including commercial and civil space related agreements.
The Policy and Strategy position requires a highly qualified policy and strategy Subject Matter Expert to support the development and implementation of NRO goals, objectives, strategies, policies, and plans to enable its mission. This support includes providing innovative solutions towards national security space, Intelligence Community (IC) partner integration, commercial and civil space activities, international cooperation, technology transfer, operational support, cross domain and cyber capabilities, wargaming and enhanced systems architectures.
Responsibilities:
Serve as the SME in US National Level, DoD, IC, and NRO overhead related policies and strategies
Investigate innovations throughout the NRO, evaluate potential and draft policy, if necessary, to codify these as best practices
Proactively assess policies and strategies proposed by internal and external organizations and propose revisions as necessary
Assist with analyzing NRO, IC and Department of Defense missions and strategy related to national security, international, civil, and commercial space operations; space industrial base, International cooperation and engagement, technology transfer, cross domain cyber support and enhanced systems architectures. Provide alternative strategy as needed
Provide technical, operational and acquisition policy and strategy advice spanning multi-INT, cross domain capabilities for current and future architectures
Analyze intelligence requirements and propose NRO responses in written and briefing format
Support interaction with US Government and foreign agency officials
Coordinate at appropriate senior official level to shape system requirements and architectural concepts to fully leverage NRO capabilities
Minimum Qualifications:
IC/DoD Director-level policy and strategy skills and expertise to assess policy, laws, treaties, regulations, guidance, and other relevant information pertaining to overhead reconnaissance.
5 years IC/DoD experience
5 years of relevant experience working policy initiatives
Relevant undergraduate degree
Excellent coordination and communication skills
Preferred Qualifications
10 years of relevant experience working policy initiatives
Relevant graduate degree
Security Requirements: Active TS/SCI Clearance with Counterintelligence Polygraph
