Athenix Special Missions (ASM) is seeking a Contracts Administrator:

JOB PURPOSE : The Contracts Administrator will report primarily to the ASM Controller.
The Contracts Administrator will plan, manage, and perform all direct and indirect purchasing responsibilities within an ISO 9001:2015 environment; in accordance with FAR and DFARS requirements to assure that subcontractors, consultants, suppliers, vendors, and materials essential to the success of the contract are compliant with company policy and regulatory guidelines.
The Contracts Administrator is responsible for issuing contractual agreements, to include purchase orders in support of U.S. Government and commercial contracts supporting VATC (ASM) and partner organization(s) (e.g. Joint Venture (JV)) as part of their day-to-day operations utilizing generally accepted concepts, practices, and procedures established for contracts, subcontracts, and purchasing professionals. Use experience and sound judgment to establish and manage priorities, develop work plans, and accomplish requirements with minimal supervision.
The Contracts Administrator will work closely with stakeholders to facilitate resolution of complex issues with little to no supervision. Must be effective, efficient, and confident in working independently while maintaining daily interface with Contracts Team members. Contracts Administrator will work daily onsite in VATC's (ASM's) Tampa, FL headquarters.
Essential Duties :
Issue Professional Services Agreements (PSA), Non-disclosure Agreements (NDA), Teaming Agreements (TA), Subcontract Agreements, Purchase Orders (PO), Business Certification Requests, Limitation of Funds Notices (LOF), Authorizations to Proceed (ATP), Cure Notices, Program Monthly Reports, and Supplier's Request for Quotations (RFQ) and Proposals (RFP).
Maintain records (Contracts, Subcontracts, and Purchase Order Files) in Deltek GovWin Capture Management System and Deltek Costpoint System.
Issue and/or negotiate Non-disclosure agreements (NDAs) and Teaming Agreements (TA). NDA and TA terms and conditions including workshare guarantees will be coordinated with ASM Business Development Team and ASM senior management.
Input records in Deltek Costpoint Accounting, Procurement, and Materials System.
Issue contracts and subcontracts reports to organizational Management and Operations Team.
Administer purchase orders from award to completion, including modifications, expediting, follow-up, and close-out.
Maintain all supporting documentation for orders and subcontracts to ensure completeness of acquisition files.
Manage vendor compliance with terms and conditions of Purchase Orders and Subcontracts; evaluate customer satisfaction, approve invoices for payment, and prepare files for close-out.
Perform other duties as assigned using independent decision making, problem solving, and analytical skills to resolve issues.
Certification
Preferred but not required - Certificate in Procurement and Acquisition Management
Qualifications
SECRET security clearance required
Bachelor's degree in Business Administration or related field, or equivalent combination of education and related experience.
Knowledge of basic procurement/acquisition principles.
Knowledge of automated business tools/technologies.
Experience with personal computers and related software (such as spreadsheets and word processing).
Demonstrated ability to work effectively both individually and in a team environment.
Demonstrated analytical and decision-making skills with the ability to anticipate, define, and resolve issues using standard policies and procedures.
Demonstrated verbal and written communications skills to effectively communicate with suppliers and programmatic personnel.
Experience
5+ years performing in a similar position supporting Contracts, Subcontracts, Program Management, Purchasing, and/or Supply Chain Management. Experience with Deltek Costpoint preferred.
