Summary:
HII-Mission Technologies is currently seeking an Emergency Management Specialist to provide general EM support to the Marine Corps Installations Command (MCICOM) EM Branch. The primary work is in support of Mass Notification management, to include policy and development, with additional support provided in the respective areas of Continuity of Operations (COOP); and Critical Infrastructure Protection (CIP).

What You Will Do:
Serve as a primary advisor to the MCICOM (G-3) Emergency Manager on all matters related to the Enterprise Mass Notification System (eMNS).
Provide direct support for eMNS operations as the enterprise administrator for policy, procedures, upgrades/transitions, maintenance, training, process improvement, and database management. Be prepared to act as MCICOM G3 EM lead coordinator for USMC transition from Blackberry ATHOC eMNS software to ALERT! over the next year and a half (primary duty).
Conduct one-on-one-training for the 40+ organizational administrators, teaching them to manage their sites, databases, and alerting operations; often online via Teams, WebEx or by audio while accessing the live system management software individually.
Maintain an eMNS lessons-learned database to update the Marine Corps Mass Notification System Concept of Operations (MCMNS CONOPS).
Meet the demands of eMNS training requirements that address the continued implementation of new system software, high USMC operator and administrator turnover and the challenges required to train remotely for MCICOM Regions/Installations, Emergency Manager, the CBRNE CM COR, and the Installation CBRNE Protection PM.
Provided online support when directed, overseeing administrator and operator training, local system review and conducting command orientation. Support and train installation emergency managers and command reps with active support and training program and 100% resolution of requests. Assist the MCICOM EM Branch in task management by utilizing the Enterprise Task Management Software Solution (ETMS2) and Automated Message Handling System (AMHS).
Develop and provide training guides for administrators, assist in the development of online instructions, and contribute eMNS instructions and information to the Ready Marine Corps website for easy access, worldwide, 24/7 for MCICOM (G-3), Emergency Manager, the CBRNE CM COR, and the Installation CBRNE Protection PM.
Conduct technical analysis of laws, regulations, policies, and industry standards relating to EM, COOP and CIP to formulate training requirements, develop EM policy/plans, support EM program management, and determine resourcing needs using the PPBE process.
Develop processes and conduct analysis of data pertaining to EM, COOP, CIP personnel and functions.
Develop Plan of Action and Milestones for the EM program and provide status reports for projects.
Maintain COOP rosters and assist in the development of COOP Plans and Policies.
Assist the MCICOM EM Branch CIP Officer in the analysis of critical infrastructure data, development of CIP products and conduct of CIP working groups.
Assist the MCICOM EM Branch in tasks relating to general emergency management, such as review of emergency management plans, submission of Base Support Installation (BSI) checklists, review/updates to the MCICOM Disaster Playbook, and review of Ready Marine Corps (MCICOM preparedness website), social media and National Preparedness Month products.
What We're Looking For:
6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
5 years experience working mass notification systems
Active Secret clearance
