Summary You will serve as a PROGRAM ANALYST (MILITARY) in the Executive Support Staff, Military Personnel Division (1170) of PEARL HARBOR NSY AND IMF. Responsibilities You will be responsible for the management of over 500 military billets/assignments, independently responding to all levels of management within the Department of Navy and Command. You will provide job analysis and advisory services on military personnel matters. You will act as subject matter expert for all facets of military personnel administration including ensuring that manpower and material costs are aligned directly to the program/mission objectives to promote maximum efficiency and economy. You will make final decisions and recommendations to management in alignment with various rules and regulations pertaining to military personnel staffing. You will function as program manager and main point of contact for the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility military manpower program. You will use Command Level Access to the Total Force Manpower Management System (TFMMS) and Total Workforce Management System (TWMS), advising the Shipyard Commander, and others. You will advise various department heads, supervisors and the Executive Officer on the effectiveness of military personnel assignments, providing expert technical advice, assistance and guidance on matters related to billet requirements. You will conduct long range planning to ensure future manning is adequate to meet projected program goals and objectives needed to accomplish workload and mission changes. You will interpret and implement military personnel directives, adopting/adapting for Command shifts in mission goals as necessary, providing analysis and statistical reports for leadership. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector identifying, analyzing the military manning/manpower program within the organization, utilizing methods, practices, and automated systems while following laws, rules, and regulations to recommend solutions for resolving military manpower assignment challenges.
