Summary You will serve as a PROGRAM ANALYST in the TECHNICAL DIVISION 710, LIFTING AND HANDLING DEPARTMENT 700 of PEARL HARBOR NSY AND IMF. GS-11 Salary Range: $75,640-$98,330 GS-12 Salary Range: $90,662-$117,865 Responsibilities You will provide expertise on the principles and process for qualitative and quantitative analysis to form the bases for creating decision-making tools and products for Lifting and Handling managers. You will provide managers with objectively based information for making decisions on the administrative and programmatic aspects of Lifting and Handling operations and management. You will plan and conduct comprehensive analytical studies to improve organizational structure and staffing levels. You will collect, review, evaluate, and interpret data; develop measurement criteria, procedures, and analytical tools to meet the requirements of assigned tasks. You will develop, maintain to extent possible, and monitor integrated reporting systems, such as Lifting and Handling Databases that can affect various programs with interrelated functions and operations. You will develop statistical and narrative reports to justify any changes and recommendations to increase effectiveness and efficiency in maintenance, operations, and personnel development. You will communicate orally (organizing and delivering briefings) and in writing(preparing project papers and staff reports) with all levels of trade, technical, managerial and administrative personnel. Requirements Conditions of Employment Qualifications FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing qualitative and quantitative analytical techniques to identify and discuss issues and concerns associated with lifting and handling programs, gather information, and develop and recommend alternate guidelines and procedures to increase organizational effectiveness and efficiency. FOR GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting higher level analyst in conducting qualitative and quantitative analysis identifying data anomalies and problems to develop and recommend alternatives to increase organizational effectiveness and efficiency.
