Responsibilities You will serve as a SUPERVISORY PROGRAM ANALYST in the FIRES AND EFFECT DIVISION (N38), PLANS BRANCH, OPERATIONS DIRECTORATE, at US FLEET CYBER COMMAND. You will decide the methodologies to use in achieving work goals and objectives and review work for timeliness, accuracy, and compliance with performance standards. You will advise cyber planners on how to integrate Navy and DoW cyber community standards and processes into cyberspace options development plans to address threat vectors and ill-defined vulnerabilities. You will provide comprehensive analytical assessments, including metrics to indicate the status of program parameters, and present the findings of studies to persuade leadership to adopt new procedures. You will lead the team in coordinating, synchronizing, and deconflicting cyberspace options development in support of real-time and future cyberspace operations, as well as exercises. You will provide authoritative assessments and recommendations for optimizing quick responses to mission-critical cyber contingencies. You will lead team members in the continuous assessment of strategies, policies, and processes to identify and develop requirements. Requirements Conditions of Employment Qualifications Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience interpreting and applying joint fires and effects doctrine, tactics, techniques, and procedures and fires policies. -Experience devising, justifying, and refining an optimized and operationally responsive program to identify, develop/acquire, implement Offensive Cyberspace Planning supporting all phases of full spectrum cyberspace operations. -Experience analyzing, identifying, and coordinating staff/material requirements during planning for targeting efforts and overseeing targeting processes for operations and exercise planning. -Experience analyzing and measuring the effectiveness of targeting efforts and adapting those techniques to measure and improve effectiveness of targeting efforts. This position is within the Work Category SUPERVISION AND MANAGEMENT at Work Level SENIOR, Series and Grade GG-0343-14. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
