Description:
Background: As a result of the Departments efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of
Floridas accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Floridas accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live
scheduled for January 6, 2026.
Adoption of the Florida PALM Standardized Business Process Model
Transition to the Florida PALM Chart of Accounts values
Replacement of Central, Payroll and Departmental FLAIR functionality
Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system
Implementation of Information Warehouse data to support agency specific reporting requirements.
The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of two years in alignment with the Florida PALM Project scheduled timeline.
To prepare for the transition to Florida PALM, our agency is seeking a resource knowledgeable in Tibco Mainframe Focus/WebFocus to lead the effort of updating our numerous Focus assets.
Focus has been used copiously by the department to develop reports, interfaces, and applications for the past twenty years. It is important we find a resource capable of analyzing these programs and documenting their specifications.
5 Education
Bachelors Degree in a field of study related to technology or finance. Work experience can substitute on a year for year basis for the degree.
6 Experience
Candidate must have a minimum of 3 years experience in Business Intelligence and at least two years of experience developing dashboards and reports in Microsoft Power BI. Candidate must have
experience with IBM DB2 databases.
7 Primary Job Duties/ Tasks
The submitted candidate must be able to perform the following duties and/or tasks.
Duties of the selected candidate will include, but not be limited to:
Analyze the current data environment and data structures to determine if any transformation needs to occur prior to developing dashboards.
Work with management to develop an overall reporting roadmap for the organization.
Analyze existing reports and work with business users to determine how these reports can be improved based on current business needs.
Work with developers and end users to automate data transformation reducing the reliance on pivot tables and analysis in Microsoft Excel.
Read and document WebFOCUS and Mainframe FOCUS queries and convert them to T-SQL queries.
Work with database administrators from the Office of Information Technology to create database views and stored procedures that will facilitate the creation of Power BI reports.
Create dataflows in Power BI.
Analyze financial data and make recommendations to improve the data model of financial systems.
Provide administration of the Power BI dedicated workspace.
Train staff from the office of the comptroller on using Power BI reports.
