Duties Description The incumbent of this position will report to the Data Visualization Section within the Office of Emergency Management. Duties include but are not limited to the following: - Support the development and execution of data-driven initiatives related to homeland security and emergency management.- Oversee and coordinate the development of data visualization products, dashboards, reporting products, and infographics.- Analyze and interpret data outputs to support program planning, operations, and decision-making.- Conduct and oversee open-source research on homeland security and emergency management trends; synthesize findings into actionable insights.- Direct the preparation of reports and deliverables, including executive summaries, one-pagers, situation reports (SITREPs), after-action reports (AARs), and visual products.- Serve as a liaison between data teams, program staff, and leadership to ensure data products and research outputs align with operational needs.- Collaborate with internal and external partners, including government agencies and subject matter experts.- Translate complex data and research findings into clear, actionable information for technical and non-technical audiences.- Participate in planning meetings, working groups, and interagency coordination efforts.- Supervise and provide direction to data visualization and/or analytical staff.- Assign and prioritize work, and review deliverables to ensure quality, accuracy, and timeliness.- Provide training, mentorship, and technical guidance, support staff development, and performance management.- Ensure data products are accurate, timely, and aligned with operational and programmatic needs.- Identify and implement improvements to data workflows, reporting processes, and coordination across teams.- Integrate data analysis and open-source research into briefings, reports, and visualizations.- Support emergency management operations, including SEOC activations, field staff support, and preparedness activities such as the County Emergency Preparedness Assessment (CEPA). - Travel may be required.
Minimum Qualifications NON-COMPETITIVEOne year of permanent service as a Homeland Security Program Analyst 1; OR Seven (7) years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations. Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
