We are seeking a highly motivated Senior Business Analyst-Readiness responsible for leading high-impact initiatives, providing strategic guidance, and driving process modernization across the enterprise. This role requires a blend of deep subject matter expertise, program management, and leadership to solve complex organizational challenges. This position is central to enhancing GEOINT capabilities, improving business functions, and ensuring the successful execution of critical missions through expert analysis, process re-engineering, and stakeholder collaboration. Qualified candidate will work with a team on complex and high level strategic planning and event tracking.
Work will be performed at the customer site in St Louis, MO or Springfield, VA.
**The hiring of this position is contingent upon contract award. Anticipated award is fall of 2026.
Responsibilities will include the following:**
Lead and mentor the team to achieve and exceed performance goals, fostering a culture of continuous improvement and professional development. Regularly assess team members' competency skills and proficiency to ensure desired skills and capabilities are maintained
Develop, manage, and/or organize Business Process Analysis and Business Impact Analysis (BPA/BIA) Program Portfolio to include:
Manage, facilitate, and/or assist with Agency and/or Component activities for their Essential Function/Essential Support Activities development, updates, modification, and management within MA IT tools (i.e. CPT)
Facilitate, manage, organize, and/or conduct agency BC Planner participants and BCP WGs
Develop, manage, facilitate, and conduct agency wide BCP training
Develop, manage, and execute the agency Component continuity planner liaison program including but not limited to maintaining an accurate and detailed record of all ESAs/SAs performed by each Component
Assist in the development of agency/component business continuity plans
Participate, attend, and contribute to IC Continuity/MA Working Groups
Facilitate Continuity WGs to incorporate agency readiness functionality within MAs tool suite and subsequent WGs, i.e. LIT, PI&ID, and DTRA Mission Assurance Assessment
Facilitate, manage, and/or organize agency understanding of alternate space requirements, availability, and occupant capacity to perform essential functions to agency leadership
Assist and participate in agency/component Emergency, Reconstitution, and Devolution Relocation Group Planning
Establish and maintain an active outreach program for both the Component Business Continuity Planners and the watch teams
Identify all compliance elements within National, Executive, Federal, DoW, IC, and other applicable government statutes, directives and regulations, and provide insight into government and industry "best practices" / industry standards governing mission assurance, continuity of operations, business continuity, disaster recovery, and defense critical infrastructure protection planning
Establish and maintain a foundational level continuity process based on federal guidance and best practices. The foundation program must include an annual auditing process that spans daily operational status, enterprise management, periodic formal plan audits, and test, training and exercises inclusive of corrective action plans. The foundation program must include support, training, and advice to Component business continuity planners (BCPs) as they develop or maintain Essential Function Plans
Maintain Agency and Component process-oriented Readiness metrics, reflecting individual Component status of program strength and readiness posture
Maintain and effectively employ Mission Assurance native toolsets and databases -including but not limited to, the Continuity Planning Tool (CPT), Location Information Tool (LIT), Risk Management tool (NROM), and the Enhanced Master Scenario Event List (EMSEL) Management System - to support priorities and objectives
Collaborative with Business Continuity Planners (BCPs), Government Managers, Function Owners, NWM developers, Information Security Officers (ISOs), Information System Security Managers (ISSMs) and other key stakeholders to ensure database accuracy, troubleshoot user issues, modify user permissions or accounts, conduct software test plans, and contribute to requirements building activities
Develop required Subject Matter Expertise (SME) in all required toolsets and databases sufficient to conduct training demonstrations for watch team members, agency senior leadership, or inter-agency representatives as required
Utilize SME-level understanding of databases and tools to creatively inform continuity exercise scenario design, answer complex agency-level RFIs, generate advanced metrics or database queries, and identify enterprise resiliency issues or concerns
Develop and maintain scenario-specific MA plans as part of the COOP Plan, in support of National Preparedness Policy, National Preparedness Scenarios, or NSG/NGA-specific risk assessments
Develop and maintain continuity plans at the agency-level, National GEOINT Operations Center (NGOC), and on behalf of other Components as required
Provide assistance at alternate Site locations as needed (expected not to exceed 10% of time)
Requirements Include:
Opening/closing of the facility, conducting facility tours to Leadership, facilitating all alternate site TT&E requirements, and ensuring all COOP requirements are met during a contingency event
Ability take any onsite, no-cost training courses or professional developments as directed by government leadership to further skills, proficiency, professional competency, and overall utility in the role
Ability to attend and represent NWM Branch interests at interagency forums and working groups, as required
Qualifications
Required Qualifications Include:
Active TS/SCI with Polygraph
Strong leadership competencies - experience leading and directing a diverse team to high performance outcomes
Minimum of 7 years of experience in program management, with a proven ability to translate complex data into strategic recommendations for executive decision-makers
Experience creating, maintaining, evaluating, and improving component level SOPs
Demonstrated ability to run multiple programs or projects simultaneously in challenging environments, characterized by:
Time constraints
Resource constraints
Competing priorities
Business Continuity Subject Matter Expertise (SME) with high level expertise
High Level or expertise, leadership, crisis management skills to ensure business continuity and response to crisis
