Position Summary
RMGS is seeking a Program Operations Manager and Team Lead to serve as the senior on-the-ground leader for the Ukraine End Use Monitoring (EUM) program. The Program Operations Manager is responsible for overall execution, quality, and compliance of contract activities and serves as the primary interface with the U.S. Government, including the Contracting Officer, Contracting Officer’s Representative, and INL Kyiv leadership.
This position has full authority to act on behalf of RMGS for all daily operational matters and is accountable for ensuring EUM activities are conducted in accordance with U.S. Government policy, contract requirements, and applicable security constraints.
Key Responsibilities
- Provide overall leadership and management of the Ukraine EUM contract, ensuring full compliance with the Performance Work Statement, U.S. Government policies, and RMGS internal controls.
- Serve as the primary point of contact with INL Kyiv, the COR, and other designated U.S. Government stakeholders.
- Oversee planning, coordination, and execution of EUM activities, including asset handover support, inspections, site visits, and reporting.
- Supervise and manage a dispersed team of Ukrainian national EUM monitoring personnel, including tasking, performance oversight, and quality control.
- Ensure the timely submission and accuracy of all required deliverables, including monthly reports, annual summaries, serious incident reports, and supporting documentation.
- Direct the development and implementation of the Quality Control Plan and ensure corrective actions are taken when deficiencies are identified.
- Oversee travel planning, risk assessments, and operational decisions related to movement in high-risk or restricted environments, consistent with Government guidance.
- Ensure that contractor personnel maintain clear contractor identification and do not perform inherently governmental functions.
- Coordinate closely with RMGS headquarters to ensure resourcing, staffing continuity, and surge capacity as program demands evolve.
Required Qualifications
- U.S. citizenship.
- Bachelor’s degree in international relations, security studies, public administration, logistics, or a related field.
- Minimum of 10 years of progressively responsible experience managing U.S. Government–funded international programs, preferably in security assistance, compliance, logistics, or monitoring roles.
- Demonstrated experience operating in conflict-affected, austere, or high-risk environments.
- Proven ability to manage large, locally hired workforces and distributed field operations.
- Strong understanding of accountability, compliance, and oversight requirements for U.S. Government–funded equipment or assistance.
- Excellent written and oral communication skills in English.
Preferred Qualifications
- Prior experience supporting End Use Monitoring, asset accountability, or related compliance programs.
- Familiarity with Department of State or Department of Defense security assistance frameworks.
- Experience coordinating with foreign partner ministries or law enforcement entities.
